En Perú, según declaraciones de la Policía Nacional del Perú (2022), el sicariato
es un problema público que al año cobra la vida de 400 personas y, por lo tanto, preocupa
tanto a la ciudadanía como a las autoridades.
El sicariato puede tener varias vertientes. Como menciona el ex ministro del
interior Rubén Vargas (2022), las principales son el crimen organizado, las venganzas
personales y las disputas familiares o comerciales. Sin embargo, como señalan Hurtado
(2015) y Carrión (2014), el sicariato se ha profesionalizado y ha convertido a la muerte
en un objeto de mercado. En esa línea, el sicariato se sostiene porque resuelve los
conflictos de unos, los ingresos de otros y la impunidad para ambos. Y es que, como
sugiere Schlenker (2012 p.19), esta “mano de obra especializada” se aprovecha de la
corrupción pública y la ausencia de políticas de desarrollo.
En ese marco, el presente proyecto pretende crear una plataforma web de uso
interinstitucional entre el Ministerio Público, INEI y PNP, que responde a un único
formulario para registrar las denuncias por sicariato, a nivel nacional. Con él, se espera
no solo mejorar la calidad de la data, sino también mejorar el quehacer del personal a
cargo en esas tres instituciones para, de esa manera: 1) Prevenir actos de corrupción, 2)
Demostrarle a la opinión pública que tanto sicarios como sus clientes afrontan la Ley y
3) Reducir estos incidentes, con mejores estadísticas y mejor inteligencia operativa.
Por sobre ello, esta plataforma ayudará a prevenir los devastadores efectos del
sicariato en los deudos y hasta en la economía del país, permitiendo obtener evidencia
precisa de la magnitud de este delito en la sociedad y favoreciendo la propuesta de
mejores medidas que se adopten a la realidad del mismo y permita su combate. / In Peru, according to statements by the Peruvian National Police (2022), hitmen are a
public problem that claims the lives of 400 people each year and, therefore, worries both
citizens and the authorities.
The hitman can have several aspects. As mentioned by former Interior Minister
Rubén Vargas (2022), the main ones are organized crime, personal vendettas, and family
or business disputes. However, as Hurtado (2015) and Carrión (2014) point out, the
hitman has become professionalized and has turned death into a market object. Along
these lines, the hitman is sustained because it resolves the conflicts of some, the income
of others and impunity for both. And, as Schlenker (2012 p.19) suggests, this “specialized
workforce” takes advantage of public corruption and the absence of development policies.
Within this framework, this project aims to create a web platform for interinstitutional use between the Public Ministry, INEI and PNP, which responds to a single
form to register complaints about hitmen, at the national level. With it, it is expected not
only to improve the quality of the data, but also to improve the work of the personnel in
charge of these three institutions in order to: 1) Prevent acts of corruption, 2) Demonstrate
to public opinion that so many hitmen how their clients face the Law and 3) Reduce these
incidents, with better statistics and better operational intelligence.
Above all, this platform will help prevent the devastating effects of hitmen on the
bereaved and even on the country's economy, allowing precise evidence to be obtained
of the magnitude of this crime in society and favoring the proposal of better measures to
be adopted at the time. reality of it and allows its combat.
