Orientador: Lívia de Oliveira / Banca: Mirna Lygia Vieira / Banca: Lineu Bley / Resumo: Sendo a territorialidade a manifestação de toda uma multidimensionalidade existente num território trabalhado por determinada sociedade, infere-se que os homens, ao participarem desta construção territorial, acabem haurindo o próprio produto territorial. Nas relações sociais de produção territorial o poder está sempre em jogo entre os atores envolvidos. Estes se apetrecham de estratégias para condicionar tanto as relações entre si quanto as da sociedade com a natureza. O Poder Público, também, mune-se de estratégias para evitar os malefícios que a lógica econômica dos empresários pode acarretar ao território municipal. Com vistas à eficácia desta tarefa, a Constituição Federal instituiu instrumentos para a implementação do Plano Diretor no Município. Em São José do Rio Preto, o atual Plano, ainda que fundamentado em diagnóstico e prognóstico científicos e dispondo de mecanismos legislativos de controle e revisão permanentes, é ineficaz como estratégia de intervenção no território. Supomos que o mesmo carece de um processamento tecnopolítico, que garanta governabilidade ao Poder Público. Não estamos nos referimos a uma mera consulta política entre equipe técnica de planejamento e direção política do governo municipal. Trata-se de um projeto de construção coletiva da cidade que os rio-pretenses, no seu conjunto, desejam ter. / Abstract: As the territoriality is a manifestation of all multidimensionality in a territory worked by determined society, we infer that when the men take part in this territory construction they end up exhausting their own territorial product. In the social relationship of the territorial production the power is always at stake among the involved actors. They have strategies to keep on the relationship among them and between the society and the nature. The Public Power also has strategies to avoid the harm that businessmen's economical logic can bring to the municipal territory. The aiming of this task brings successful, the Federal Law stablished instruments to implement the Master Plan in the municipality. In São José do Rio Preto, the current plan, in spite of being based upon scientific diagnosis and prognostic and endowed by legislative mechanisms of permanent control and revision, it is ineffective as an intervention strategy in the territory. We suppose that it lacks a techno-political process that assures the governability to the Public Power. We are not referring to a mere political consultation between the planning technical team and the political management of the municipal government, but to a collective construction project of the city the dwellers (rio-pretenses) would like to posses. / Mestre
