Previous issue date: 2005 / Resumo: Este estudo aborda a questão do espaço metropolitano para os processos de aprendizado e inovação tecnológica. Parte-se do princípio que o Município de São Paulo (MSP) preserve uma "colcha de retalhos" de aglomerações produtivas de características diversificadas. Nesta perspectiva, o objetivo principal é compreender em que medida o espaço econômico e institucional do MSP é propício à organização de Sistemas Produtivos e Inovativos Locais, tendo como foco de estudo a indústria do vestuário. A análise empírica utilizou informações extraídas da Pesquisa da Atividade Econômica Paulista (P AEP) e entrevistas com produtores e instituições. Para identificar os aglomerados produtivos, os limites geográficos do MSP foram divididos em cinco áreas (centro, norte, sul, leste e oeste), onde foi aplicado o Quociente Locacional. A fim de caracterizar a dinâmica tecnológica dos aglomerados a análise descreveu e comparou os elementos estruturais, o padrão tecnológico e os mecanismos de interação. Os resultados mostram que as principais aglomerações do vestuário do MSP estão localizadas nas Áreas Central e Leste, cujas estratégias produtivas são diferenciadas. No aglomerado da "Área Central" a dinâmica tecnológica está direcionada ao desenvolvimento de design, investimento na marca e lançamento de novos produtos, mantendo interações mais sensíveis com o mercado e instituições. Neste sentido apresenta elementos potenciais de uma trajetória evolutiva, caracterizando-se como um sistema produtivo e inovativos. Já o aglomerado da "Área Leste" apresenta características elementares, decorrente da especialização em produto de menor valor agregado, com competitividade baseada no preço. Os mecanismos de aprendizado e interações são fracos, se constituindo num aglomerado com organização incipiente / Abstract: This study addresses the question in the Metropolitan space, of processes of learning and innovation. The São Paulo Metropolis gets into XXIst century preserving a "patchwork" of diversified productive agglomerations. The purpose of this research is to understand in which measure the economic and institutional space of São Paulo is propitious for the emergence and organization of innovative local and productive systems using the clothing industry as a case study. The empirical data carne from survey "Pesquisa da Atividade Econômica Paulista PAEP", as well as from interviews with producers and institutions. To identify the structural elements, the productive agglomerations, the city of São Paulo was divided into five areas (center, north, south, east, west), which we have associated with a "specialization indicator". To analyze the technical-productive strategies of the agglomerates, the technological patterns and the mechanisms of interaction, were compared. The results show that the main agglomerations of clothing industry are in the Central and Eastern areas of the City of São Paulo This comparison indicates that in the "Central Area", the tecnological characteristics are linked to design development, trademark strengthening and launching of new products, keeping, at the same time, interactions that are more sensitive to the market and the institutions. This structural profile has the character of innovative local productive system. On the other hand, the agglomerate of "Eastern Area", as a result strategies of lower added value and price based competitiveness, has a very week interaction and learning mechanism, thus constituting an agglomerate with a still very tentative organization / Mestrado / Mestre em Política Científica e Tecnológica
