El presente trabajo de investigación titulado: “ ENFOQUE INTEGRAL DE AUDITORIA DE GESTIÓN PRESUPUESTARIA AL SECTOR PUBLICO: REGIÓN PUNO” se ha realizado en la región Puno comprendiendo las unidades ejecutoras de presupuestos: Sede Puno, Educación, Salud, Agricultura, Transportes y Proyecto Carretera Transoceánica, con la finalidad de dar respuesta a los interrogantes: ¿ Cómo es la Gestión Presupuestaria en el Región Puno? y ¿Por qué las Oficinas de Auditoría Interna de la región no practican la Auditoría de Gestión Presupuestaria? y efectuar un análisis crítico a la gestión del presupuesto desde la perspectiva de planificación, organización, gobierno y control.
Los resultados en el presente trabajo de investigación demuestran que los factores que incidieron en la ineficiencia de la gestión presupuestaria regional fueron: la inadecuada planificación, organización vertical, gobierno y control débil o baja; ausencia de auditorías a la gestión de los presupuestos asignados y el centralismo. / --- The present research work titled: "INTEGRAL FOCUS OF AUDIT OF BUDGET MANAGEMENT TO THE PUBLIC SECTOR: PUNO REGION" has been carried out in the region Puno, understanding the units Executors of budgets: Headquarters Puno, Education, Health, Agriculture, Transports and Project Transoceanic Highway, with the purpose of giving answer to the queries: How is the Budget management in the Puno Region? And why don't the Offices of Internal audit of the region practice the Audit of Budget management?, and to make a critical analysis to the administration of the budget from the perspective of planning, organization, government and control.
The results of the present investigation work demonstrate that the factors that impacted in the inefficiency of the regional budget management were: the inadequate planning, vertical organization, weak or lower govern and control; absence of audits to the administration of the assigned budgets, and the centralism.
