Defesa: Curitiba, 06/06/2016 / Inclui referências : f. 81-90 / Resumo: O tema desenvolvimento sustentável tem sido recorrentemente abordado no século XXI, foco de muitas pesquisas, discussões e abordagens. Embora haja um intenso debate, o termo por si só pode assumir diferentes significados nos diversos âmbitos da sociedade, visto que não há uma teoria que apreenda toda a sua complexidade. No âmbito político, esse discurso pode tomar corpo tanto nas falas quanto nas ações dos representantes políticos. Neste sentido, investigar como este grupo entende o desenvolvimento territorial sustentável pode abrir espaço para visualizar as diferentes formas de apropriação do termo e também verificar até que ponto este entendimento perpassa a sua fala, refletindo na sua atuação de forma prática. Para buscar essa compreensão, tomou-se como base a teoria das representações sociais nas perspectivas de Serge Moscovici, Denise Jodelet e Mary Jane Spink, tendo também a teoria do Eco desenvolvimento de Ignacy Sachs como referencial do Desenvolvimento territorial sustentável. Os sujeitos, para esta pesquisa foram delimitados aos vereadores da cidade de Matinhos-PR, visto que sob o enfoque territorial (atores que estabelecem relação de poder no território) desempenham um papel importante na construção de políticas públicas/ou na legislação sobre o tema. As objetivas centrais desta pesquisa foram: (i) verificar quais são as representações sociais dos vereadores sobre desenvolvimento territorial sustentável, apontando assuas divergências e similitudes e; como dialogam em relação à teoria do Eco desenvolvimento de Ignacy Sachs; (ii) verificar em que medida há aproximação entre estas representações sociais e a produção legislativa dos vereadores, entendida como dimensão prática (da ação) dos sujeitos como atores sociais no território. A metodologia valeu-se de instrumento qualitativo para apreensão das representações sociais (e práticas legislativas) em forma de roteiro semi-estrutura do aplicado nas entrevistas em campo junto aos (nove) vereadores e da técnica da observação das sessões legislativas (outubro e novembro/ 2015). Além destes, fez seo levantamento da produção legislativa dos anos de 2013 e 2014 como instrumento de correlação entre as representações e a prática dos sujeitos. Para realizar o diálogo entre as representações sociais e a literatura, foram utilizadas as dimensões de sustentabilidade de Sachs, oriundas da teoria do Eco desenvolvimento com pequenas adaptações. Como resultados desta pesquisa evidenciou-se que os vereadores de Matinhos-PR (legislatura 2013-2016) têm suas representações sociais pautadas principalmente em questões como turismo e meio ambiente. As representações sociais dos sujeitos nesta pesquisa apresentaram pouca correlação com a produção legislativa analisada, embora tenham citado algumas das medidas que reconhecem como desenvolvimento territorial sustentável. O diálogo com a literatura demonstrou correlações (de similitude e divergência) com as dimensões de sustentabilidade econômica (turismo) e ecológica (preservação, reciclagem, educação ambiental).Palavras-chaves: Representações sociais. Poder Le / Abstract: The theme of sustainable development has been recurrently addressed in the twenty-first century, focus of much research, discussions and approaches. Although there is intense debate, the term itself can have different meanings in different areasof society, since there not exist a theory that explicated all its complexity. Politically, discourse can take shape both in the words and in the actions of politica representatives. In this sense, to investigate how this group understands sustainable territorial development can open space to see the different forms of ownership of the term and also check to extent this understanding permeates his speech, reflecting on their performance in a practical way. To get this understanding, it took as a basis that theory of social representations in perspective of Serge Moscovici, Denise Jodeletand Mary Jane Spink also having Eco development theory of Ignacy Sachs as a benchmark for sustainable territorial development. The subjects for this study were limited to city alderman of Matinhos-PR, as on the territorial approach (actors that establish power relationship in the territory) play an important role in building public policies / or legislation on the subject. The main objectives of this research were: (i)verify what are the social representations of the city alderman on sustainable territorial development, pointing out their differences and similarities and; as dialogue regarding Eco development theory of Ignacy Sachs; (ii) to verify to what extent the reis an approximation between these social representations and the legislative production of aldermen, understood as practical dimension (action) of the subjects as social actors in the territory. The methodology drew on qualitative tool for apprehension of social representations (and legislative practices) in the form of semistructuredapplied in the interviews in the field with the (nine) councilors and the observation technique of legislative sessions (October and November / 2015).Besides these, there was the lifting of the legislative production of the years 2013and 2014 as a correlation tool between the representations and practice of the subjects. To carry out the dialogue between social representations and literature, we used the Sachs sustainability dimensions arising from the Eco development theory with minor adaptations. As a result of this research showed that the councilors of Matinhos-PR (2013-2016 legislature) have their social representations guided mainly on issues such as tourism and the environment. The Social representations of the subjects in this study showed little correlation with the analyzed legislative production, although they quoted some of the measures that recognize as sustainable territorial development. The dialogue with the literature show decorrelations (of similarity and divergence) with dimensions of economic sustainability(tourism) and ecological (conservation, recycling, environmental education).Keywords: Social representations.
