Defesa: Curitiba, 22/02/2017 / Inclui referências : f. 209-227 / Área de concentração: Exercício e esporte / Resumo: A presente pesquisa trata das relações entre as políticas setoriais de Esporte Educacional e as demais dimensões do esporte dentro de um sistema esportivo em construção no Brasil, buscando compreender qual é a intersetorialidade indicada nos documentos oficiais, descrita conceitualmente na formulação das Políticas Públicas de Esporte Educacional do Governo Federal, criadas a partir de 2003 e que dispõem de algum relatório de avaliação. Para atender a este objetivo, foi necessário compreender o papel do Esporte Educacional no Sistema Nacional de Esporte, utilizando-se a intersetorialidade como a forma de operacionalização da Política Pública de Esporte, com vistas a uma possível articulação entre as manifestações esportivas e na definição das ações públicas implantadas no Brasil no período selecionado. Trata-se de uma pesquisa documental de natureza qualitativa, abordada de forma exploratória e descritiva, em que foram analisados dados e informações constantes nos documentos oficiais referentes às políticas públicas do Estado brasileiro que têm alguma relação com o Esporte Educacional, visando identificar nestes a intersetorialidade. Pelos indícios encontrados durante a pesquisa, conclui-se que existe a necessidade da reconfiguração da gestão na esfera pública, incluindo a avaliação das formas de organização e de regulação dos serviços prestados, caracterizando um novo relacionamento entre o governo e a sociedade civil, focalizando também o Esporte Educacional como um elemento indispensável ao desenvolvimento social. A intersetorialidade surgiu nos documentos garimpados como um princípio e uma estratégia de gestão adequada às políticas públicas de promoção do direito ao esporte. Pode-se afirmar que a efetiva implementação da Política de Esporte Educacional, utilizando-se a intersetorialidade como estratégia dentro do Sistema Nacional de Esporte, depende ainda de uma intervenção com estratégias de ação pertinentes à obtenção de conhecimentos e informações quanto à rede de ações e programas esportivos disponíveis (podendo ser serviços públicos, não governamentais, oriundos de associações, movimentos sociais e até mesmo do mercado). Constatou-se ainda que, a efetivação de um amplo diagnóstico possibilitará ao Sistema Nacional de Esporte definir soluções integradas na dinâmica da administração pública brasileira. Palavras-chave: Esporte Educacional; Sistema Nacional de Esporte; Política Pública; Intersetorialidade. / Abstract: This research deals with the relations between sector policies of Educational Sport and the other dimensions of sport (Participation Sport and High Performance Sport) within a sports system under construction in Brazil, in quest of to understand the intersectoriality indicated in official documents, conceptually described in the formulation of the Public Policies for Educational Sport of the Federal Government, created since 2003 and that have some evaluation report. In order to meet this objective, it was necessary to understand the role of Educational Sport in the National Sports System, using the intersectoriality as the way of operation of the Public Policy of Sport, with a view to a possible articulation between the sports dimensions and in the definition of public actions implemented in Brazil in the selected period. This is a documentary research of qualitative nature, approached in an exploratory and descriptive way, in which data and constant information contained in the official documents related to public policies of the Brazilian State that have some relation with the Educational Sport were analyzed, aiming identifying the intersectoriality in these documents. Through the evidences found during the research, it is concluded that there is a need for the reconfiguration of management in the public sphere, including the evaluation of the method of the organization and regulation of the services provided, characterizing a new relationship between the government and civil society, focusing also on Educational Sport as an essential element for social development. The intersectoriality came out in the studied documents as principle and a management strategy appropriate to public policies to promote the right to sport. For all that has been discussed in this research, it can be affirmed that the effective implementation of the Educational Sport Policy, using the intersectoriality as a strategy within the National Sports System, still depends on an intervention with strategies of action pertinent to obtaining knowledge and information about the network of actions and sports programs available (public, non-governmental services, associations, social movements and even the market). It was also demonstrated that the implementation of a complete diagnosis will enable the National Sports System to define integrated solutions in the dynamics of Brazilian public administration.
