Previous issue date: 2018-02-28 / The present study aimed to value the adaptation of the course of initial formation of magistrates offered by the College of the Magistracy of the State of the Ceará (Esmec). It is the question of inquiry of qualitative and quantitative nature, which data were collected from questionnaires applied with participants of V Course of Initial Formation of the Esmec, through focal group carried out with magistrates of the Court of Justice of the State of the Ceará originating from the contests of 1997, 2005 and 2013, as well as interviews applied with professionals who integrated the management of the Esmec. In the qualitative inquiry, it made use of specialized literature for the understanding of the relevance, as well as of the competences you board in the course of initial formation. The qualitative inquiry allowed the preparation of a model of regulation of the course of initial formation of the Esmec, when there are giving emphasis in more several competences demanded for the performance of the function judicante, as well as in the suggestions given by the judges themselves. Happened what the model of course of initial formation adopted by Esmec prioriza, still, the referent technical questions to the dogmatic one and legal doctrine applies to the exercise of the magistracy, boarding in the secondary form non-legal matters and the development of competence and skills. There was noticed the necessity of a multidisciplinal approach, less centered in the reproduction of formal contents and with bigger emphasis in the strengthening of the competences, in the humanization and in the increase in value of shared and continuous processes of apprenticeship. / O presente estudo objetivou avaliar a adequação do curso de formação inicial de magistrados ofertado pela Escola Superior da Magistratura do Estado do Ceará (Esmec). Trata-se de pesquisa de natureza qualitativa e quantitativa, cujos dados foram coletados a partir de questionários aplicados com participantes do V Curso de Formação Inicial da Esmec, por meio de grupo focal realizado com magistrados do Tribunal de Justiça do Estado do Ceará oriundos dos concursos de 1997, 2005 e 2013, bem como entrevistas aplicadas com profissionais que integraram a gestão da Esmec. Na pesquisa qualitativa, utilizou-se de literatura especializada para a compreensão da relevância, bem como das competências abordadas no curso de formação inicial. A pesquisa qualitativa permitiu a elaboração de um modelo de regulamento do curso de formação inicial da Esmec, dando ênfase às mais diversas competências exigidas para o desempenho da função judicante, bem como às sugestões dadas pelos próprios juízes. Verificou-se que o modelo de curso de formação inicial adotado pela Esmec prioriza, ainda, as questões técnicas atinentes à dogmática e doutrina jurídica aplica ao exercício da magistratura, abordando de forma secundária matérias não-jurídicas e o desenvolvimento de competência e habilidades. Notou-se a necessidade de uma abordagem multidisciplinar, menos centrada na reprodução de conteúdo formais e com maior ênfase no fortalecimento das competências, na humanização e na valorização de processos compartilhados e contínuos de aprendizado.
