Lima Barreto is a study about Latin American democracy. Its central object is the
effectiveness of the instruments of direct political participation institutionalized as
tools for mediation of conflicts and factors stabilizers of the system of government.
The research is based on two case studies: the Argentine crisis of 2001, which in
its heyday 3 toppled presidents of the Republic in 15 days, and open political crisis
in Brazil in 2005, with the interview granted by the federal deputy Roberto
Jefferson to the newspaper Folha de Sao Paulo, in which denounced the monthly
payment of R$ 30 mil to Members of the base ally of the government Lula. The
work brings an analysis on the nature of the state and democracy and highlights
how democratic instruments such as Plebiscitos, referenda, the Project of Law of
People Initiative, the Political Parties and System Representativo answered the
Argentine and Brazilian. / Esta Dissertação produzida sob a orientação do prof. Dr. Martônio Mont.Alverne Barreto Lima é um estudo acerca da democracia latino americana. Seu objeto central é a eficácia dos instrumentos diretos de participação política institucionalizada como instrumentos de mediação de conflitos e fatores estabilizadores do regime de governo. A pesquisa se baseia em dois estudos de caso: a crise Argentina de 2001, que em seu apogeu derrubou 3 presidentes da República em 15 dias; e a crise política aberta no Brasil, em 2005, com a entrevista concedida pelo deputado federal Roberto Jefferson ao jornal Folha de São Paulo, na qual denunciava o pagamento mensal de R$ 30 mil aos deputados da base aliada do governo Lula. O trabalho traz uma análise sobre a natureza do Estado e da Democracia e destaca como instrumentos democráticos como os Plebiscitos, Referendos, os Projetos de Lei de Iniciativa Popular, os Partidos Políticos e o Sistema Representativo responderam às crises argentina e brasileira.
