Previous issue date: 2010-06-28 / The social control of public policies in Brazil is the subject of this work, whose main goal is to identify how the social control of public policies can contribute to enhance the democratic process in Brazil, aiming at a substantive democracy. As secondary objectives its goal is to identify the historical roots of Brazilian democratic process, to analyze the ways of direct participation of society concerning the control of state action in the implementation of public policies and the factors that hinder the growth of this participation with the consequent generation of concrete results. Its goal is, also, to work as aid to reflection on the part of society on the reasons why to participate, as a way to contribute to change the status of popular sovereignty, from rhetoric to effective. The methodology of this research regarding nature is qualitative, for having started from the theoretical referencial existing in search of greater breadth and depth of topic, regarding the type is bibliographic, due to the research of
the different views on the subject from the existing theoretical referencial as to the end is explanatory because it identifies the reasons of determined contexts of the reality, from the angle in the study and, finally, regarding the utilization of the results, is pure because it is not sufficient to change the reality, although its intends to contribute for this. The conclusion in in the sense of not having been confirmed the premise of being the social control of public policies in Brazil a tool able to expand the horizons of democratic processes and fully to contribute to reduction of social inequalities, having identified to be the participative budget the only way of control that demonstrated a little of this capacity. Also it showed that the democratic anot participative processes or social control in Brazil, in general, has not achieved great advances because of the resistances imposed by governments and politicians to
prevent its effective realization, such situation is favored by the limitations of the citizens.

Public policy. / O controle social das políticas públicas no Brasil é o tema deste trabalho, o qual tem por objetivo principal identificar de que forma o controle social das políticas públicas pode contribuir para ampliar os processos democráticos no Brasil, visando uma democracia
substantiva. Como objetivos secundários visa identificar as raízes históricas dos processos democráticos brasileiros, analisar as formas de participação direta da sociedade no que concerne ao controle da atuação do Estado na execução das políticas públicas e os fatores que impedem o crescimento dessa participação com a consequente geração de resultados concretos. Objetiva, ainda, funcionar como subsídio à reflexão por parte da sociedade sobre as razões por que participar, como forma de contribuir para a mudança do status da soberania popular, de retórica para efetiva. A trajetória metodológica desta pesquisa quanto à natureza é qualitativa, por ter partido do referencial teórico existente em busca de uma maior abrangência e aprofundamento do tema; quanto ao tipo, é bibliográfica, haja vista ter pesquisado as diversas visões sobre o assunto a partir do referencial teórico existente; quanto ao fim, é explicativa porque identifica as razões de determinados contextos da realidade, sob o
ângulo em estudo e, por fim, no que concerne à utilização dos resultados, é pura porque não se considera suficiente para alterar a realidade, em que pese objetivar contribuir para isso. Conclui, no sentido de não ter sido confirmada a premissa de ser o controle social das políticas públicas no Brasil um instrumento capaz de ampliar os horizontes dos processos democráticos e de contribuir para redução das desigualdades sociais, de forma plena, tendo identificado ser o orçamento participativo a única forma de controle que demonstrou um pouco dessa capacidade. Também demonstrou que os processos democráticos e de participação ou controle social no Brasil, de maneira geral, não tem conquistado grandes avanços em função das resistências impostas por parte de governos e políticos quanto a impedir a sua realização efetiva, situação que é favorecida pelas limitações dos cidadãos.
