Previous issue date: 2014-09-12 / This work has as main objective the identification of Behavioral Characteristics of a
Collective Entrepreneur (BCCE) inserted into the reality of the Local Productive Arrangement
(LPA) Footwear Ceará Cariri, and analyze it with the contribution generated for the local
development of APL. To this end, they discussed the main termologias related to this issue,
namely: productive Arrangement; Local development; Collective entrepreneur; innovation;
Social capital; and Competitiveness. With reading done, so we realized the strong relationship
between clusters, collectives, competitiveness and local development entrepreneurs, for the
last three factors directly impact the generation of jobs and income, boosting the economy.
After this literature review, research was done in two stages, where the first is the
methodology used "snow-ball" to identify a group of active actors in LPA, and with these, in
the second stage questionnaires and interviews were applied with actors highlighted as key
organizations involved. Through these steps, it was possible to identify the union of footwear
in the region, Sindindústria, and Banco do Nordeste (BNB) as critical actors in Ceará LPA.
After identifying these, the interview might raise their respective CCECs consistent with the
theoretical basis. It could be concluded that the behavioral characteristics of the collective
entrepreneur in APL studied were identified in the critical actors SICJN and BNB. These
actors stand out for having strong contact with other members, acting as intermediaries and
centralizing the information flowing in the arrangement and be those who take the lead on
planning and projection of common goals, including exploration of new markets and
distribution of materials.

Comportamentais de um Empreendedor Coletivo (CCEC) inserido na realidade do Arranjo
Produtivo Local (APL) de Calçados do Cariri cearense, e analisar com isso a contribuição
gerada para o desenvolvimento local do APL. Para tanto, discutiu-se as principais termologias
relacionadas a este assunto, sendo elas: Arranjo produtivo; Desenvolvimento local;
Empreendedor coletivo; Inovação; Capital social; e Competitividade. Com a leitura realizada,
portanto, percebeu-se a forte relação existente entre APLs, empreendedores coletivos,
competitividade e desenvolvimento local, pois os três últimos fatores impactam diretamente a
geração de ocupação e renda e a dinamização da economia. Após esse levantamento
bibliográfico, foi feita uma pesquisa em duas etapas, onde na primeira utilizou-se da
metodologia bola-de-neve para identificar um grupo de atores ativos no APL, e com estes,
na segunda etapa foram aplicados questionários e entrevistas com os atores evidenciados
como fundamentais as organizações envolvidas. Através destas etapas, foi possível identificar
o sindicato de calçados da região, o Sindindústria, e o Banco do Nordeste (BNB) como atores
críticos do APL cearense. Após a identificação destes, a entrevista pôde levantar suas
respectivas CCECs condizentes com o embasamento teórico. Pôde-se concluir que as
características comportamentais do empreendedor coletivo no APL estudado foram
identificadas nos atores críticos SICJN e BNB. Estes atores se destacam por possuírem forte
contato com os demais integrantes, agindo como intermediadores e centralizadores da
informação que flui no arranjo e serem aqueles que tomam a frente no planejamento e
projeção de objetivos em comum, incluindo a prospecção de novos mercados e distribuição de
materiais.
