Previous issue date: 2014-10-16 / The Construction sector plays an important role in the Brazilian economy and in its development. Nowadays, countless works of infrastructure, industry and building are ongoing. In the state of Ceará the situation is not different. There are countless places of construction sites not only in the capital but also in the inland areas. The existence of many places of construction sites allied to an increasing demand of good quality products, required by customers, consumers and users, pushes a necessary demand for Programs that increase the quality of the construction, since from the beginning till the end. The certification in the ISO 9001:2008 is one of the most used tools in companies that have an effective Management System of the Quality. The Civil Construction Sector in the State of Ceará has also pursued this Certification as a tool that promotes the quality in its products and services and, above all, increases the satisfaction of the client. Aiming to understand the difficulties that companies in the Construction sector have when they seek to be certificated in the ISO 9001: 2008, this dissertation compares the non-conformities found in the Certification Audits with the theoretical existing reference. The comparative study used, as a research instrument, the Reports of Certification of the Phase 1, that Construction Companies receive from the Certifying Body during its process of Certification, taking as the basis the non-conformities registered on the reports as well as on the theoretical referential available. The result of the comparison showed not only data in harmony with the theoretical reference available but also in disagreement with it. It is worthy to mention that the Construction companies showed many non-conformities, mainly in the requisite of the ¿Product Realization¿, which practically it is not mentioned on the theoretical reference available as been impactful on the process of Certification. The present dissertation has also found that the size of the Construction Company influences proportionally on the quantity of non-conformities, specifically on the requisite ¿Product Realization¿. The information and data obtained portray the reality of the Construction Companies during its process of certification and show the difficulties found on implanting a Management System of the Quality, having as a basis the Standard ISO 9001. Atualmente, inúmeras obras de infraestrutura, obras industriais e obras de edificações estão em andamento, incluindo-se neste cenário o Estado do Ceará. Canteiros de obras são vistos tanto na Capital quanto no Interior. A existência de inúmeras obras, aliada à exigência cada vez maior de produtos de qualidade por parte dos clientes, consumidores e usuários, torna necessária a busca por Programas que promovam a qualidade das obras desde o início até o final da construção. A Certificação na Norma ISO 9001:2008 é uma das ferramentas mais utilizadas atualmente em empresas que possuem um Sistema de Gestão da Qualidade eficaz. O setor da Construção Civil no Estado do Ceará também tem buscado essa Certificação como uma ferramenta que promova a qualidade no seus produtos e serviços e, acima de tudo, aumente a satisfação dos seus clientes. Com o objetivo de compreender as dificuldades que as empresas do setor da Construção Civil têm quando buscam uma Certificação na ISO 9001:2008, esta dissertação compara as não-conformidades encontradas nas Auditorias de Certificação com o referencial teórico existente. O estudo comparativo utilizou, como instrumento de pesquisa, os Relatórios de Certificação da Fase 1 que as Construtoras recebem do Organismo Certificador durante o seu processo de Certificação, tomando como base as não-conformidades registradas nos relatórios, assim como o referencial teórico disponível. O resultado da comparação apresentou dados em harmonia com o referencial teórico existente e também em desacordo com o mesmo. Vale destacar que as construtoras apresentaram muitas não-conformidades principalmente no requisito da Norma ¿Realização do Produto¿, o qual praticamente não é citado no referencial teórico disponível como sendo impactante no processo de Certificação. O presente trabalho também constatou que o tamanho da construtora influencia proporcionalmente na quantidade de não-conformidades, especificamente no requisito ¿Realização do Produto¿. As informações e dados obtidos retratam a realidade das construtoras durante o processo de certificação e evidenciam as dificuldades encontradas para a implantação de um Sistema de Gestão da Qualidade, com base na Norma ISO 9001.Palavras-chave: ISO 9001:2008.
