Previous issue date: 2016 / Esta dissertação analisa a repercussão do MERCOSUL Educacional no
desenvolvimento da gestão educacional para a promoção da integração regional no
âmbito das políticas públicas educacionais e contou com financiamento CAPES. A
pesquisa apresenta as ações desenvolvidas pelo SEM a partir das atas das
Reuniões dos Ministros da Educação (RME) nas diversas presidências pro tempore
entre os anos de 2005 e 2015. A investigação se propõe a responder qual a
repercussão da gestão educacional do SEM na promoção da integração regional na
educação básica. Este estudo está dividido em seis capítulos e suas seções. A
Introdução traz a demarcação metodológica, a revisão da literatura e a organização
dos documentos analisados. O segundo capítulo apresenta as questões da
integração regional, o contexto histórico da formação das nações latinas, além do
contexto econômico e político que envolve as nações, assim como o MERCOSUL,
as configurações de seu surgimento como bloco econômico na América Latina, o
SEM, sua estrutura e organização. O terceiro capítulo traz argumentações sobre as
políticas públicas e a lógica do mercado neoliberal como influência nos sistemas
educacionais na América Latina nos anos de 1990 e trata dos diálogos entre autores
da gestão democrática da educação. O quarto capítulo analisa os documentos
oficias das Reuniões de Ministros da Educação do SEM ano a ano e faz um recorte
analítico dos Planos Trienais do SEM. Este quarto capítulo foi desenvolvido em três
etapas: a primeira discorre sobre as atas das RME entre os anos de 2005 e 2010; a
segunda aborda a análise das atas dos anos de 2011 a 2015; e a terceira retrata
com amplitude o desenvolvimento das ações do SEM durantes esses últimos dez
anos para, assim, poder apontar a repercussão da gestão educacional na promoção
da integração regional na educação básica. O quinto capítulo se desenvolve
discutindo as limitações e a notabilidade do tema com observações sobre as outras
possíveis pesquisas na área da gestão educacional do SEM. / This thesis analyzes in the impact of Educational MERCOSUR in the development of
educational management in the promotion of regional integration with educational
policies, and it had CAPES funding. The research presents the actions developed by
the Educational Sector from the minutes of Ministers of Education Meetings in the
various pro tempore presidencies between the years 2005 and 2015. The
investigation aims to answer what the effect of educational management in promoting
regional integration in basic educationare. This study is divided into six chapters and
their sections. The Introduction brings methodological demarcation, the literature
review and the organization of the analyzed documents. The second chapter
presents the issues of regional integration, the historical context of the formation of
the Latin nations, as well as the economic and political context surrounding nations,
as well MERCOSUR, the settings of its emergence as an economic bloc in Latin
America, the Educational Sector, its structure and organization. The third chapter
brings arguments about public policies and the logic of the neoliberal market as an
influence on educational systems in Latin America in the 1990s and addresses the
dialogue between authors of democratic education management. The fourth chapter
analyzes the official documents of MERCOSUR’s Educational Sector’s Ministers of
Education Meetings year by year and makes an analytical approach of the
Educational Sector’s Triennial Plans. The fifth chapter was developed in three steps:
the first elaborates on the minutes of the Ministers of Education Meetings between
2005 and 2010; the second deals with the analysis of the minutes from 2011 to 2015;
and the third broadly portrays the development of actions by the Educational Sector
during these last ten years to thus be able to point out the impact of educational
management in promoting regional integration in basic education. The fifth chapter is
developed by discussing the limitations and the notability of the theme with
observations on other possible research in the Educational Sector’s educational
management.
