Esta dissertação estuda o tema da democratização das políticas públicas e a sua relação com o surgimento e/ou potencialização de novas institucionalidades de gestão sócio-estatal. Por meio de um estudo de caso foi realizada a análise das políticas públicas e do processo de planejamento participativo desenvolvido nas comunidades rurais e no Conselho Municipal de Desenvolvimento Rural do município de Putinga / RS, através dos Diagnósticos Rápidos Participativos (DRPs) e dos Planos Municipais de Desenvolvimento Rural (PMDRs), no período entre 1997 e 2005. O objetivo do estudo foi verificar qual a contribuição desse processo para a democratização das políticas de desenvolvimento rural, observando se ocorreram modificações no padrão de formulação e implementação de políticas públicas, tradicionalmente associado a um sistema de gestão de caráter patrimonialista, em direção a um sistema de gestão sócio-estatal com características racionais-legais. Avaliou-se o comportamento de uma série de indicadores que apontam para a transição do sistema de gestão, utilizando-se o modelo do ciclo das políticas públicas como referencial analítico. A partir dos resultados obtidos, a análise concluiu que o processo de planejamento participativo possibilitou uma maior participação dos agricultores no ciclo das políticas públicas de desenvolvimento rural, ampliando a transparência na gestão e proporcionando uma maior coerência entre a realidade social e as decisões públicas. O processo contribuiu para a modificação parcial do sistema de gestão e para a democratização das políticas no contexto estudado. Porém, não impediu a existência e a manifestação de comportamentos políticos associados a padrões tradicionais de gestão sócio-estatal. O planejamento participativo revelou-se, no estudo de caso, como instrumento auxiliar e orientador das ações dos diversos atores sociais, visando à implementação das políticas públicas e ao planejamento da administração municipal. / This dissertation studies the democratization of the public policies and its relation with the establishment of new regulations of public social management. Studying a case it was possible to analyze the public policies and the participative planning developed in the rural communities and in the Municipal Council of Rural Development (Conselho Municipal de Desenvolvimento Rural) in the city of Putinga / RS, through the Participative Quick Diagnosis (Diagnósticos Rápidos Participativos – DRPs) and the Municipal Plans of Rural Development (Planos Municipais de Desenvolvimento Rural – PMDRs), between 1997 and 2005. This study aimed to verify what the contribution of the DRPs and PMDRs processes was to the democratization of the rural development policies, observing if there were modifications in the standard of elaboration and implementation of public policies, standard which is traditionally attached to a management system with patrimonial features, towards a public social management system with rational-legal characteristics. The behavior of a series of indicators that point to a transition in the management system were evaluated using the public policies cycle as the analytical frame of reference. From the results of the analysis it was possible to conclude that the participative planning processes enable a bigger participation of the farmers in the rural development public policies cycle, that greaten the transparency of the management and a better coherence between the social reality and the public decisions. The processes concurred to a partial modification in the management system and to the democratization of the policies in the studied context; however, they did not impede the existence and display of political behaviors associated to traditional standards of public social management. The participative planning processes turned out to, in the case study, be orientation tools to the actions of the several social subjects aiming the implementation of the public policies and the planning of the public municipal administration budget.
