O objetivo deste trabalhoé analisar a relação estabelecida entre a Prefeitura Municipal de Porto Alegre e os moradores da Vila Jardimà luz dos conceitos de cidadania e democracia, identificando os resultados obtidas através das representações dos agentes, de suas práticas, e a forma como essas ações vao se modificando no curso dessas relações. Os dados obtidos através de documentos, entrevistas e observação participante possibilitaram analisar o estudo de caso considerando o conceito de democracia de Alain Touraine e indicam limites concretos identificados no processo participativo desenvolvida pela Prefeitura Municipal de Porto Alegre, na experiência de Regularização Fundiária junto a Vila Jardim, apontando, ainda, obstáculos a serem superados para que os movimentos sociais atuem enquanto representação poltica nos espaços de disputa da chamada "esfera pública". Conclui-se confrontando os avanços e os limites da experiência de participação implementada pela Prefeitura Municipal de Porto Alegre, indicando a necessidade de qualificação do processo participativo, ampliando o controle social do Estado e impulsionando a relação autônoma entre os sujeitos sociais envolvidos, isto é, sociedade politica, Estado e sociedade civil. / The main purpose of this work is to analyze the relationship established between the City Hall of Porto Alegre and the dwellers from Vila Jardim under the light of citizenship and democracy concepts, identifying the results obtained by the representatives of the agents, their practices, and the manner in which these actions are being modified in these on going relationships. Data obtained by documents, interviews and participant observations made the analyses possible under Alain Touraine's democracy concept, which highlights the concrete limits of the participatory process developed by the Municipality of Porto Alegre on behalf of the Land Regularization Programme designed to Villa Jardim. The study points out the obstacles that must still be overcome to make feasible a broader participation of the social movements in the spaces where public disputes occur. The conclusions indicate the limits and the advancements of the democratic experience implemented by the City Hall of Porto Alegre, pointing out the necessary qualification of the participatory process, extending the social control of the State, spring-boarding the autonomous relationship among the involved social subjects, which are the State, the civil and the political societies.
