Previous issue date: 2018-05-28 / Na pesquisa, classificada como descritiva e exploratória, foi avaliada a eficiência
técnica e sustentabilidade econômica do setor de resíduos sólidos urbanos (RSU)
do município de Belém – PA. A pesquisa dividida em três etapas teve na sua
primeira fase a execução do diagnóstico legal, operacional e financeiro do
município. Em seguida, na segunda etapa, foram estabelecidos cenários para
reciclagem de 10%, 25% e 50% dos RSU gerados no município no ano de 2017.
Na última etapa foram determinados os preços de venda dos recicláveis e
estimadas as perspectivas econômicas nos cenários propostos, além da avaliação
do benefício financeiro que a coleta seletiva poderá trazer as finanças públicas. Foi
verificada no ano de 2017 a geração de 340.405,39 ton. RSU no município de
Belém, bem como a existente necessidade de atualização das leis, elaboração dos
instrumentos de planejamento e reformulação das formas de cobrança dos serviços
prestados no setor. Também foi observado que a implantação da reciclagem de
10%, 25% e 50% da massa total de RSU gerada no ano de 2017 reduziria as
despesas operacionais em R$ 11.302.703,66, R$ 28.256.759,16 e R$
56.513.518,32, respectivamente nos cenários propostos. Com o trabalho foi
possível concluir que a reciclagem é uma excelente alternativa para melhorar a
infraestrutura e reduzir as despesas no setor de RSU do município de Belém. / In the research, classified as descriptive and exploratory, the technical efficiency
and economic sustainability of the solid urban waste (SUW) sector of the city of
Belém - PA was evaluated. The research divided into three stages had in its first
phase the execution of the legal, operational and financial diagnosis of the
municipality. Then, in the second stage, scenarios were established to recycle 10%,
25% and 50% of MSW generated in the municipality in the year 2017. In the last
stage, the sales prices of recyclables were determined and the economic prospects
were estimated in the proposed scenarios, besides the evaluation of the financial
benefit that the selective collection can bring the public finances. The generation of
340,405.39 tons SUW was verified in the city of Belém, as well as the existing need
to update the laws, elaboration of the planning tools and reformulation of the forms
of collection of the services provided in the sector. It was also observed that the
implementation of recycling of 10%, 25% and 50% of the total RSU mass generated
in 2017 would reduce operating expenses by R $ 11,302,703.66, R $ 28,256,759.16
and R $ 56,513,518.32, respectively, in the proposed scenarios. With the work it
was possible to conclude that recycling is an excellent alternative to improve
