Previous issue date: 2015-02-26 / O crescimento industrial do município de Goiana/PE e as implicações locais para a gestão da educação, é o tema central na investigação que apresentamos. O objetivo da pesquisa é analisar as mudanças do crescimento industrial para a gestão da educação no município. Considerações sobre o estabelecimento de políticas públicas para educação, que embasaram a pesquisa, apontam a pluralidade de relações, a rede de articulações e as reformas políticas, história, arranjos locais e financiamento de políticas públicas, como temas que permeiam a discussão (AZEVEDO, 2001; BALL, 2001; BURBULES E TORRES, 2004; LINGARD, 2004). Estas questões fortalecem a pesquisa da realidade municipal e suscitam o questionamento sobre como as questões econômicas, culturais e políticas locais se articulam e como a gestão da educação tem construído respostas no cenário de crescimento industrial. Para o levantamento de dados, realizamos observação local, entrevistas com atores da gestão da educação e análise de informações constantes em documentos. Na interpretação dos dados buscamos apropriar as discussões do quadro teórico ao conjunto de informações coletadas nas entrevistas e documentos. Aprofundamos as discussões teóricas a partir das categorias de análise proposta na concepção teórica de Giddens (1991). Constatamos que a elaboração da política educacional no município, promoveu mudanças com a instituição de instrumentos legais e Plano decenal, contudo, a política educacional se efetiva na execução de políticas planejadas pela União e pelo Estado. A ausência de planejamento, questões estruturais como a oferta inadequada de ensino, inexistência de gestão democrática e canais de participação, implicam na construção de respostas às demandas sociais historicamente constituídas e as do contexto mais recente. Dessa forma, consideramos a necessidade da gestão local promover o planejamento em consonância com o fortalecimento de canais de participação social, necessárias ao atendimento de demandas sociais que se apresentam. / Goiana‟s, PE, industrial growth and its local implication to education management, is the main theme of the presented investigation. The objective of the research is to analyze the changes of the industrial growth regarding the city‟s education management. Considerations about the enforcement of public policies to education, that support the research, point the plurality of relations, the web of articulations, the political and historical reforms, local arrangements and funding of public policies, as topics that permeate the discussion (AZEVEDO, 2001; BALL, 2001; BURBULES E TORRES, 2004; LINGARD, 2004). These questions strengthen researches of the city‟s reality and promote the questioning about how local economic, cultural and political matters are articulated and how the education management have been developing answers in the industrial growth scenery. To gather data, there were local observations, interviews with the actors of the management of education and analysis of constant information in documents. To interpret data we worked to appropriate the discussions of the theoretical framework to the amount of collected information in interviews and documents. We deepened theoretical discussions from the analysis categories proposed in Giddens‟ (1991) theoretical conception. It was found that the elaboration of educational policies in a city, promoted changes with the institution of legal instruments and ten-year plan, however the tools of local planning are highlighted without relating with education management practice and the educational policies of the city effectively highlight the execution of policies planned by the Union and the State. The lack of planning structural matters, such as the inadequate offer of education, the inexistence of democratic management in the schools and participation nets, infer in the developing of answers to the social demands historically constituted and the ones of the most recent context, from industrial growth. Therefore, we considered the need of the local management to promote the planning in consonance with the strengthening the social participation nets, necessary to the attending of social demands presented.
