Previous issue date: 2015-07-23 / PROPEP-UFAL / A presente tese traz à reflexão o tema Os determinantes do Programa Nacional de Assistência Estudantil (PNAES) e sua materialização nas Instituições Federais de Ensino Superior brasileiras, no contexto do social-liberalismo. Objetiva analisar as múltiplas determinações do PNAES nos governos Luiz Inácio Lula da Silva e como esse programa responde a tais determinações ao materializar-se nas IFES pesquisadas. O processo investigativo é norteado pela seguinte questão: Quais são as determinações do Programa Nacional de Assistência ao Estudante − PNAES no governo Luiz Inácio Lula da Silva e como elas se materializam nas IFES? A que interesses o PNAES atende?. Com base no referencial teórico gramsciano, a hipótese construída é a de que o PNAES é uma síntese de múltiplas determinações, sendo determinado e determinante. Ele é um conduto, uma via de mão dupla por onde circulam diferentes interesses, mas com a dominância de um dos polos. O PNAES atende aos diferentes interesses de classes sob a ordem do capital: atende parte das reivindicações das entidades estudantis e do FONAPRACE, e com isso prepara força de trabalho qualificada e contribui para a coesão social e para a passivização no interior das IFES, sob a ideologia da igualdade de oportunidades. Destacaram-se, nesta investigação, alguns conceitos como bloco histórico, a relação Estado x Sociedade Civil, hegemonia e revolução passiva, formulados por Antônio Gramsci, bem como os conceitos de social-liberalismo, neodesenvolvimentismo, educação superior e assistência ao estudante universitário. No trajeto desta pesquisa buscou-se: identificar as reivindicações da União Nacional de Estudantes, da Secretaria Nacional de Casas de Estudantes e do Fórum Nacional dos Pró-Reitores de Assuntos Comunitários e Estudantis, no campo da assistência ao estudante universitário, nos governos Luiz Inácio Lula da Silva; descrever como o PNAES se materializa nas IFES brasileiras e a que interesses atende. Utilizou-se como procedimento metodológico a pesquisa documental, cuja fonte é o material empírico que constitui o corpus da pesquisa, especificamente os documentos produzidos pela UNE, SENCE e FONAPRACE no período 2003-2010, e os relatórios de gestão das IFES pesquisadas. Como estratégia teórico-metodológica do processo de investigação e análise, esta pesquisa recorreu à Análise de Conteúdo, na perspectiva de Lawrence Bardin, elegendo a Análise Temática para desvelar os significados manifestos e latentes nos documentos produzidos pela UNE e SENCE. A trajetória analítica identifica os determinantes econômico, social e ideopolítico do PNAES e demonstra a tendência de este materializar-se, na maioria das IFES pesquisadas, predominantemente sob a forma de auxílios diversos. Tal tendência reforça a figura do ―aluno-consumidor‖, impulsionando o PNAES a ir assumindo um perfil focalizador, compensatório e assistencialista. Dentre as conclusões, destacamos que o PNAES é estratégico para o Estado estabelecer um consenso mínimo em torno da contrarreforma da educação superior, aprofundada pelo governo Lula sob o discurso da igualdade de oportunidade, e também para obter a passivização do movimento estudantil no interior das IFES, o que contribui para a coesão social. A presente pesquisa ainda revela a contradição identificada na política de permanência nas IFES: em tempos de contrarreforma (restauração conservadora), com uma dosagem de transformismo, o governo de Luiz Inácio Lula da Silva, ao instituir o PNAES, atende aos interesses do social e do capital ao mesmo tempo. / The present thesis brings to the reflection the theme Determinants of the National Programme of Student Assistance (PNAES) and its materialization in the Brazilian Federal Institutions of Higher Education, in the social-liberal context. It aims to analyze the multiple determinations of PNAES in the of government Luiz Inacio Lula da Silva and how this program responds to such determinations when it materializes in the surveyed IFES. The investigative process is guided by the following question: What are the determinations of the National Programme of Assistance to Student - PNAES in the government of Luiz Inacio Lula da Silva and how they materialize in IFES? What interests the PNAES serves?. Based on Gramsci's theoretical reference, the hypothesis constructed is that the PNAES is a synthesis of multiple determinations, being determined and determinant. He is a conduit, a two-way street where circulates different interests, but with the dominance of one of the poles. The PNAES serves the different interests of classes in the order of capital: answer some of the claims of student organizations and FONAPRACE's, and it prepares skilled workforce and contributes to social cohesion and passivating within IFES, under the ideology of equal opportunities. Stood out in this research, some concepts like historical bloc, the relationship State x civil society, hegemony and passive revolution, formulated by Antonio Gramsci as well as the social-liberal concepts, neo-developmentism, higher education and assistance to college students. On the way of this research sought to: identify the claims of the National Student Union, the National Student Homes Secretariat and the National Forum of Pro-Rectors of Community and Student Issues in the field of assistance to college students, in the governments Luiz Inacio Lula da Silva; describe how the PNAES materializes in Brazilian IFES and to what interests it serves. It was used as a methodological procedure a documentary research, whose source is the empirical material that constitutes the corpus of research, specifically the documents produced by UNE, SENSE and FONAPRACE in the period 2003-2010, and surveyed IFES management reports. As a theoretical and methodological strategy of the research and analysis process, this research resorted to Analysis of Content, from the perspective of Lawrence Bardin, electing the Thematic Analysis to unveil the manifest and latent meanings in the documents produced by UNE and SENCE. The analytical trajectory identifies the economic, social and ideopolítico determinants in PNAES and demonstrates the tendency of this to materialize, in most surveyed IFES, predominantly in the form of several aid. This trend reinforces the image of "student-consumer," impelling the PNAES to assume a focalizer profile, compensatory and assistentialist. Among the conclusions, we emphasize that PNAES is strategic for the State to establish a minimum consensus about the contrary reform in higher education, depth by the Lula government, under the discourse of equality of opportunity, and also for the passivating of the student movement within the IFES , which contributes to social cohesion. This research also reveals the contradiction identified in the permanence policy in IFES: in times of contrary reform (conservative restoration), with a transformism dosage, the government of Luiz Inacio Lula da Silva, when instituted PNAES, serves the interests of social and capital at same time.
