Previous issue date: 2017-02-16 / Os investimentos em Tecnologia da Informação por parte do governo federal vêm crescendo a cada ano. De 2007 a 2014 os gastos variaram entre R$ 2,3 bilhões a R$ 7,3 bilhões, crescimento de 317%, excluindo gastos de estatais. Em dezembro de 2008 o governo federal criou os Institutos Federais de Educação agrupando instituições existentes e abrindo novas unidades. O crescimento destas instituições foi de 140 unidades em 2003 para mais de 600 em 2015. Junto a este crescimento, também vieram os investimentos em TI. Em 2007, por meio da Secretaria de Fiscalização de TI (SEFIT), o TCU identificou resultados alarmantes sobre os gastos de TI por parte do governo federal, assim citado pelo relator. Esta preocupação obrigou à Sefti, o monitoramento contínuo destes investimentos por meio de pesquisa a cada dois anos, onde originou o Índice de Governança de TI (IGovTI). Embora este monitoramento exista desde 2007, poucas melhorias foram identificadas. No último levantamento, ano 2014, apenas 53% das instituições informaram possuir e executar o Planejamento Estratégico de TI (PETI). A área de educação obteve o quarto pior índice no último levantamento. Por meio de questionário eletrônico, esta pesquisa ouviu 224 gestores dos Institutos (Comitê de TI, Diretores de TI e Gestores de TI), com o objetivo de identificar as causas das dificuldades em planejar e executar os planos de TI dos Institutos. Dentre as causas identificadas, destaque para a baixa avaliação do Comitê de TI, do baixo índice de monitoramento e de divulgação dos resultados das atividades de TI em 28,6% e 23,7%, respectivamente. Existe PETI em apenas 54% dos Institutos. A pesquisa finaliza demonstrando as principais causas do baixo índice de planejamento de TI nos Institutos Federais de Educação. / Investments in Information Technology by the federal government have been growing every year. From 2007 to 2014 the expenses ranged from R$ 2.3 billion to R $ 7.3 billion, an increase of 317%, excluding state-owned companies. In December on 2008 the federal government created the Federal Institutes of Education that grouped the existing institutions and opened new units. The growth of these institutions was 140 units in 2003 to more than 600 in 2015. Along with this growth, also came the investments in IT. Through IT Inspection Secretary (SEFTI), The Union Accounts Court ( TCU) identified alarming results on IT in 2007, related to the expenses that had been done by the federal government, as mentioned by the reporter. This concern forced it to do the continuous monitoring of these investments, generating a survey every two years, where it was originated the IT Governance Index (IGovIT). Although this monitoring has existed since 2007, few improvements have been identified. The last survey, in 2014, only 53% of institutions reported owning and executing IT Strategic Planning (SPIT). The education area was the fourth worst index in the last survey. Through an electronic questionnaire, this survey has heard 224 managers of Institutes (IT Committee, IT Directors and IT Managers), in order to identify the causes of the difficulties in planning and executing the plans of IT Institutes. Among the identified causes, feature the low general evaluation of IT Committee and the low index of monitoring and of disclosure of the IT activities results, in 28.6% and 23.7%, respectively. There are only strategic plans in 54% of the Institutes. The research ends by demonstrating the main causes of the low IT planning index in the Federal Institutes of Education.
