Previous issue date: 2016-06-10 / As Práticas Integrativas e Complementares (PICs) enfatizam um projeto terapêutico singular de origem milenar na manutenção e recuperação da saúde, com enfoque no indivíduo e não na doença. Em 2004, a cidade do Recife criou a primeira unidade especializada em Práticas Integrativas e Complementares, na rede de atenção básica de saúde do município, a Unidade de Cuidados Integrais à Saúde Prof. Guilherme Abath (UCISGA). Com base na importância das atividades em PICs para comunidade em função da carência de informações de custos nesta área, justifica-se o interesse em pesquisar e mensurar os custos destas atividades para o município. Para tais análises, o estudo fez uso de uma metodologia quantitativa, descritiva e analítica, do tipo avaliação econômica parcial de custos, utilizando-se do método de custeio por absorção. A coleta dos dados se deu em parceria com a Prefeitura da Cidade do Recife e sua Secretaria de Contabilidade e Custos, com base na produção dos serviços e dados contábeis de 2014. Estes foram analisados e agrupados em planilhas do Microsoft Excel®, possibilitando a definição dos centros de custos da unidade de acordo com a origem de seus gastos (apoio 18%, administrativo 15% e produtivo 67%), quantificados e classificados em custos: diretos 93% (R$ 1.072.767,72) e indiretos 7% (R$ 75.502,54), totalizando R$ 1.148.270,26. Dos serviços oferecidos pela unidade, as práticas individuais representaram 71,76% da demanda dos serviços ofertados. Os resultados desta pesquisa possibilitaram esclarecer que: as práticas coletivas quando comparadas com as individuais, são menos onerosas; o custo do usuário da UCISGA, quando comparado com outras unidades da atenção básica, mesmo com atividades distintas quanto a sua finalidade, se apresenta baixo e com um modelo de atendimento diferenciado a seus usuários, com um custo unitário de R$ 35,87/usuário e de R$ 110,75/atendimento. Por ser uma avaliação pioneira de custos, nas PICs do município, frente à carência de dados, o que dificultou análises de períodos anteriores, o estudo sugere ações gerenciais mais amplas na gestão de custos e a criação de indicadores econômico-financeiros, que possibilitem melhorar a condução dos recursos destinados às práticas integrativas e complementares no Sistema Único de Saúde (SUS). / Integrative and Complementary Practices (ICPS) emphasize a unique therapeutic project of millenarian origin in maintenance and reestablishment of health, focusing on the individual and not on the disease. In 2004, the city of Recife created the first unit specialized in Integrative Practices and Complementary Practices, in basic health care network of the municipality, the Unit of Integrated Health Care Prof. Guilherme Abath (UCISGA). Based on the importance of its activities in community ICPS and the lack of cost information in this area, the interest in researching and measuring the costs of these activities for the municipality is born. For these analyzes, the study made use of a quantitative, descriptive and analytical methodology, of the type partial economic evaluation of costs, using the absorption costing method. The data collection was done in partnership with the Department of Accounting and Costs of Recife, based on the production of the services and accounting data of 2014. These were analyzed and grouped in Microsoft Excel® worksheets, allowing the definition of the unit cost centers according to the origin of their expenses (support 18%, administrative 15% and productive 67%), quantified and classified into costs: direct 93% (R$ 1.072.767,72) and indirect 7% (R$ 75.502,54), totaling R$ 1.148.270,26. The services offered by the unit, individual practices represented 71.76% of the demand for services offered. The results of this research made it possible to clarify that: collective practices when compared with individual ones are less onerous; The cost of the UCISGA user, when compared to other basic care units, even with distinct activities regarding its purpose, is low and with a service model differentiated from its users, with a unit cost of R$ 35.87 / and R$ 110.75 / service. Because it is a pioneer assessment of costs, in the PICs of the municipality, faced with the lack of data, which made difficult analyzes of previous periods, the study suggests broader management actions in the management of costs and the creation of economic and financial indicators, that allow to improve the management of resources destined to integrative and complementary practices in the Unified Health System (SUS).
