Previous issue date: 2017-09-06 / FACEPE / Considerando a importância significativa do papel da democracia participativa no sistema capitalista, esta dissertação se propõe a investigar o processo de governança e gestão democrática do Grupo de Trabalho de Habitação de Interesse Social - GTHIS, instrumento adotado pela Secretaria do Patrimônio da União - SPU visando as destinações de terras públicas para habitação de interesse social em apoio ao programa Minha Casa, Minha Vida. Foi através do GTHIS que se fizeram representar os atores e interesses envolvidos no processo decisório sobre a destinação de terras públicas, em apoio ao programa estratégico de moradia capitaneado pelo Ministério das Cidades, iniciado no segundo mandato do então Presidente Luiz Inácio Lula da Silva. Nesta direção a SPU aporta com suas terras para baratear os custos da produção das unidades habitacionais, dando prioridade à destinação em favor dos movimentos sociais. O objetivo geral deste trabalho é avaliar os resultados do processo de gestão e governança do referido grupo, na destinação de terras públicas do Patrimônio da União para fins habitacionais; e como objetivos específicos, analisar o processo de gestão e articulação institucional como meio de maior eficiência e eficácia na destinação das terras públicas como também, analisar a participação dos movimentos sociais organizados para atender suas demandas, através do Grupo de Trabalho de Habitação de Interesse Social, com a finalidade de prover terras públicas para construção de conjuntos habitacionais em favor destes. / Considering the significant matter of the role of the participatory democracy in the capitalist system, the purpose on this essay is to investigate the governance process and democratic management of the Work Group of Housing Of Social Interest – GTHIS, the instrument adopted by the Secretary of the Patrimony of the Union – SPU aiming the allocations of public lands for housing of social interest in support to the Minha Casa, Minha Vida program. It was through the GTHIS that were represented the actors and the interests involved in the decision making process on the allocation of public lands, in support of the strategic housing program headed by the Ministry of Cities, that was initiated in President Luiz Inácio Lula da Silva's second term. Following this direction, the SPU contributes with its lands to reduce the production costs of housing units, prioritizing the destination in favor of social movements. The general objective of this paper is to evaluate the results of the management and governance process of the GTHIS in the allocation of the Patrimony of the Union’s public lands for housing purposes; and, as specific objectives, to analyze the institutional management and articulation process as a means for greater efficiency and effectiveness in the destination of public lands, as well as to analyze the participation of organized social movements in order to have their demands met, through the Work Group of Housing Of Social Interest, with the purpose of providing public lands for the construction of housing complexes in favor of these.
