Previous issue date: 2017-05-19 / FACEPE / Esta pesquisa tem como objeto de estudo as políticas de infraestrutura escolar. Especificamente trata de compreender como este tipo de política vem sendo desenvolvida na rede estadual de educação de Pernambuco. O objetivo geral foi identificar os percursos e efeitos da política de infraestrutura escolar na rede Estadual de Educação em Pernambuco, no âmbito do programa de Modernização da Gestão, entre 2007 e 2016. A partir disto, desenvolveram-se os seguintes objetivos específicos: mapear as medidas de políticas voltadas para a construção, reforma, adequação, ampliação e manutenção do prédio escolar na rede estadual de ensino em Pernambuco entre 2007 e 2016; identificar os parâmetros utilizados ou levados em consideração na política de infraestrutura das escolas em Pernambuco no referido período; apreender as percepções de diferentes atores no tocante aos efeitos da referida política no âmbito da escola. Dado o seu caráter exploratório, a pesquisa esteve subsidiada pelo estudo da legislação educacional no âmbito nacional e estadual, em especial nas Leis que versam sobre o processo de Gestão Educacional com foco na escola enquanto espaço, território ou ambiente, bem como em documentos relativos à Projetos e Programas. Além disto, realizamos uma série de consultas à Secretaria de Educação do Estado, por meio das quais pudemos ter acesso a um conjunto de documentos à respeito da temática. Nosso campo empírico reuniu quatro escolas estaduais da cidade do Recife, nas quais realizamos entrevistas semiestruturadas com seus/as gestores/as e aplicamos questionários com 67 estudantes do 9º ano do ensino fundamental e do ensino médio. O estudo revelou a existência de uma política voltada para a infraestrutura escolar estreitamente articulada com o Projeto Educacional empreendido pelo governo do estado a partir de 2007; diante disto pudemos inferir que, de um lado, há política de infraestrutura escolar e que ela se articula dentro da macropolítica da rede estadual, do outro lado, ela não tem organicidade interna, na medida em que é um apêndice da política de gestão para resultados e, neste sentido, ocupa um lugar secundário. / This research has as object of study as policies of school infrastructure. Specifically it deals with how this type of policy has been developed in the state education network of Pernambuco. Its general objective was to identify the paths and effects of the school infrastructure policy in the State Education Network in Pernambuco, within the scope of the Modernization of Management program, between 2007 and 2016. From this, the following specific objectives were developed: mapping the policy measures aimed at the construction, remodeling, adaptation, extension and maintenance of the school building in the state education network in Pernambuco between 2007 and 2016; To identify the parameters used or taken into account in the infrastructure policy of the schools in Pernambuco in the said period; To apprehend the perceptions of different actors regarding the effects of political change within the school. Given its exploratory nature, the research was subsidized by the study of educational legislation at the national and state level, especially the that deal with the educational management process with a focus on school, space or environment; As well as actual documents for Projects and Programs. In addition, make a series of consultations with the Secretary of State Education, through which we could have access to a set of documents on the subject. Our empirical field brought together four state schools from the city of Recife, which conduct semi-structured interviews with their as managers and apply questionnaires with 67 students from the 9th grade of elementary and high school. The study revealed the existence of a policy focused on a school infrastructure closely linked to the Educational Project approved by the state government from 2007; In view of this, we could infer that it is a part of the school infrastructure policy and that it is articulated within the macro politics of the state network, on the other hand, it has no internal organization, since it is an appendix of the management policy for results and, in this sense occupies a secondary place.
