Previous issue date: 2017 / A realização desta dissertação teve como motivação a percepção da quantidade de informações que influenciam a tomada de decisão de gestores e a dificuldade de acesso e acompanhamento das mesmas. Com o propósito de gerar contribuições para este processo, estabeleceu-se como objetivo o desenvolvimento de um sistema de gestão, baseado em indicadores, capaz de congregar os elementos que devem ser monitorados em uma unidade de ensino. Para isso definiu-se o Centro Socioeconômico da Universidade Federal de Santa Catarina como objeto de estudo, onde foram realizadas entrevistas com sujeitos que atuam na gestão de diferentes setores dentro do centro. A exploração dos dados destas entrevistas se desenvolveu em três etapas ao longo do trabalho. Inicialmente foram identificadas, por meio de análise de conteúdo, as categorias de informações que, na opinião dos entrevistados, devem ser controladas pela gestão de unidades de ensino. Na sequência, indicadores foram extraídos das falas dos sujeitos da pesquisa, que juntamente com as categorias, integraram a segunda etapa dos resultados, que foi o desenvolvimento do sistema de gestão, atingindo, assim, o objetivo geral do trabalho. Em um terceiro momento realizou-se a associação das categorias geradas nas entrevistas com os subsistemas de produção que integram o instrumento de diagnóstico do núcleo de pesquisas NIEPC. Os resultados obtidos com as análises permitiram concluir que as informações que devem ser controladas pelos gestores de unidades de ensino, se concentram nas categorias Infraestrutura, Pessoas, Produção de Conhecimento, Recursos Financeiros e Gestão. Estas categorias relacionam-se com os subsistemas de produção do instrumento do NIEPC, pois ambos referenciam aspectos que devem ser avaliados por gestores de organizações. Além disso, como contribuição principal deste trabalho tem-se o sistema de gestão desenvolvido, que por meio de planilhas que são alimentadas por dados, permite integrar em um só espaço os indicadores das diferentes categorias e assim facilitar o monitoramento de informações, trazendo benefícios para o processo de gestão. / Abstract : The achievement of this dissertation was motivated by the perception of the amount of information that influence the decision of managers and the difficulty of access and monitoring of them. In order to generate contributions to this process, it was established the objective of developing a management system, based on indicators, able to assist the monitoring of the operations of teaching unit. For this purpose, we defined the Socioeconomic Center of the Federal University of Santa Catarina as an object of study, where interviews were conducted with subjects who manage different sectors within the center. The exploration of the data of these interviews developed in three stages throughout the work. Initially, we identified, through content analysis, the categories of information that, in the opinion of the interviewees, should be controlled by the management of teaching units. In the sequence, indicators were extracted from the research subjects' speeches, which together with the categories integrated the second stage of the results, which was the development of the management system, thus reaching the general objective of the work. In a third moment was carried the association of the categories generated in the interviews with the production subsystems that integrate the diagnostic instrument of the nucleus of researches NIEPC. The results obtained with the analyzes allowed us to conclude that the information that must be controlled by the managers of teaching units, is concentrated in the categories Infrastructure, People, Knowledge Production, Financial Resources and Management. These categories are related to the production subsystems of the NIEPC' instrument, since both refer to aspects that should be evaluated by managers of organizations. In addition, since the main contribution of this work is the management system developed, which, through spreadsheets that are fed by data, allows to integrate the indicators of the different categories in the same space, as well as the monitoring of information, bringing benefits to the management process.
