This dissertation analyzes in a compared way the economies in development of Asia and Latin America and Caribbean starting from univariate and multivariate analyses empiric
of the socioeconomic repercussions of their development strategies; specifically, the models of substitution of imports are analyzed and the one of orientation for the exterior in the period from 1970 to 2002. It problematizes on the similarities and discrepancies among the savings
in development of Asia and Latin America and Caribbean and the socioeconomic consequencies of those experiences on the development of the countries in the period. Through the cointegration test using the Johansen procedure was shown that the investment and the economical growth possess relationship of long period for a minority of Asian
countries, while in the Latin-American cases they correspond for almost the half. The test of Granger's causality between the growth of the savings and the investment evidenced that about a third of the Latin-American countries present independence among those varied,
while almost half presented bicausality in the Asian economies. The factorial analysis and cluster showed the emblematic cases of substitution of imports to the years 1980 arrived in 2002 without profile that the external trade could be preponderant element of the development. Parallel, some cases thankfully of politics oriented to the exterior presented high association with the factor that included the industrial section instead of what referred, strictly, to the external trade in 2002. / Esta dissertação analisa de forma comparada as economias em desenvolvimento da Ásia e da América Latina e Caribe a partir de análises empíricas univariada e multivariada das
repercussões sócio-econômicas de suas estratégias de crescimento; especificamente, analisamse os modelos de substituição de importações e o de orientação para o exterior no período de 1970 a 2002. Problematiza sobre as similaridades e discrepâncias entre as economias em
desenvolvimento da Ásia e da América Latina e Caribe e as conseqüências sócio-econômicas dessas experiências sobre o desenvolvimento delas no período. Através do teste de
cointegração usando o procedimento de Johansen mostrou-se que o investimento e o crescimento econômico possuem relação de longo prazo para uma minoria de países asiáticos,
enquanto nos casos latino-americanos correspondem por quase a metade. O teste de causalidade de Granger entre o crescimento das economias e o investimento evidenciou que
cerca de um terço dos países latino-americanos apresentam independência entre aquelas variáveis, enquanto nas economias asiáticas quase a metade delas apresentou bicausalidade. A análise fatorial e de cluster mostrou que casos emblemáticos de substituição de importações até os anos 1980 chegaram em 2002 sem perfil de que o comércio exterior pudesse ser elemento preponderante do desenvolvimento. Paralelamente, alguns casos reconhecidamente de políticas voltadas ao exterior apresentaram elevada associação com o fator que incluía o
setor industrial ao invés do que se referia, estritamente, ao comércio exterior em 2002. Concluiu-se, por fim, que economias orientadas ao exterior vieram a fazer parte de grupos de crescimento mais elevado.
