Brasil-União Européia nos últimos cinqüenta anos, desde o estabelecimento de
relações diplomáticas com a Comunidade Européia firmada em 1960, até os
momentos imediatamente posteriores à institucionalização do diálogo estratégico em
julho de 2007. A construção do trabalho permite entrever como a “parceria
estratégica” (em si, tema complexo e em presente evolução) firmada entre Brasil e
União Européia deu-se em um contexto de reformulação dos objetivos de política
externa adotados pelos negociadores europeus, que anteriormente balizaram sua
inserção no continente americano pelo viés de um entendimento com a região vista
como todo uno e indivisível. A proeminência do Brasil, enquanto ator relevante no
cenário internacional, desencadeou esse processo de revisão e inflexão de um
relacionamento bilateral por parte da União Européia – o que não significa um
desprendimento necessário de seus objetivos iniciais de relacionamento privilegiado
com a região, o diálogo estratégico com o Brasil representando mais um instrumento
de complementaridade do que de dissociação. Além dos objetivos de alcance regional,
o presente trabalho busca demonstrar que a parceria Brasil-EU busca consolidar-se
também pelo viés de entendimentos segmentados em diálogos setoriais._______________________________________________________________________________________ ABSTRACT / The main scope of the present research is to analyse the individuality of the Brazil- European Union relationship throughout the past fifty years, since the establishment of diplomatic relations between the country and the European Community back in the 1960s, until the context immediately subsequent to the institutionalisation of the strategic dialogue in July 2007. The research allows one to perceive how the “strategic partnership” (in itself, a multifaceted, intricate concept and yet in constant evolution) agreed between Brazil and the European Union was set in a context whereby Europe’s foreign policy objectives were undergoing a revision: they were beforehand built in a way to grant the European diplomats access to American continent as understood an one and indivisible whole. Brazil’s prominence as a key player in the international relations framework, has triggered this process of inflexion from the European Union towards a more bilateral approach – which does not mean a forceful detachment from its original objectives of seeking a singular, more streamlined relationship with the region, the strategic dialogue representing more of an instrument of complimentarity rather than otherwise. Furthermore to these objectives with a regional driver, this research also seeks to pinpoint the partnership Brazil-EU as an opportunity to consolidate the understandings through a segmented approach via sectorised dialogues.
