Previous issue date: 2006 / A presente pesquisa tem como objetivo central a análise do aspecto
comercial do processo negociador Mercosul-União Européia para a integração inter-regional, a
partir da principal fonte deste estudo: as publicações veiculadas, no período 1999-2004, em
cinco dos mais renomados jornais brasileiros. Com vistas a realizar a investigação proposta,
buscou-se auxílio nos procedimentos de pesquisa utilizados pela Análise de Conteúdo. O fio
condutor para a aplicação da metodologia em tela foram as teorias provenientes do campo de
estudo das Negociações Internacionais. Ao lançar luz sobre conceitos importantes para o
entendimento amplo do processo negociador, esses modelos teóricos facilitaram o estudo da
fonte de imprensa. Também se recorreu a conceitos de Integração Regional para auxiliar no
estudo. Com base nos procedimentos indicados pela Análise de Conteúdo, procedeu-se à leitura
sistemática e à análise quantitativa do conteúdo veiculado nos órgãos de imprensa selecionados.
Para inferir ou replicar os dados e as informações da fonte de imprensa, reportou-se à síntese do
processo de negociação inter-regional elaborada nesta dissertação. Ao se relacionar o conteúdo
veiculado nos jornais com o presente nas demais fontes, pôde-se realizar uma análise não
apenas mais crítica como também válida e confiável. Os resultados obtidos permitiram a
observação do modo como a negociação comercial para a integração inter-regional foi retratada
e, como conseqüência, possibilitaram a identificação da imagem dessa proposta de integração
refletida pelos veículos de comunicação estudados.
________________________________________________________________________________ ABSTRACT / This study aims at analyzing the commercial aspect of European Union-
Mercosur negotiation process developed between these two economic blocks in order to reach
an integration agreement. The main source used in the research was the most important
Brazilian newspapers, released during the period of 1999-2004. In order to carry out the
proposed investigation, this dissertation used the data treatment presented by the Content
Analysis. Theories from the International Negotiation field guided the adoption of the
methodology mentioned. These analytical models helped to clarify some important concepts
for the comprehensive understanding of the negotiation process, thereby facilitating the study
of the newspaper content. It should be mentioned that some concepts of Regional Integration
was also used as a support for this research. In the light of Content Analysis, it was possible to
systematically read the newspapers as well as to quantitatively analyze the existing content in
the communication vehicles. To reach a critical comprehension of the economic aspects of
EU-Mercosur integration process, this research used the historical synthesis in order to carry
out replication and inference of the information and data identified in the newspaper. The
results reached during the investigation permitted not only the observation of the way the
press treated the commercial negotiation process for the integration agreement, but also the
identification of the image of the proposed integration reflected by the newspapers analyzed.
