Previous issue date: 2007-03-12 / Neste trabalho, avalia-se a consistência dos programas de suporte à agricultura dos Estados Unidos, instituídos pelo Farm Security Investment Act, de 2002, com as regras do Acordo sobre Agricultura da Organização Mundial do Comércio. De início, busca-se compreender o lugar da agricultura no sistema multilateral de comércio por meio da análise da evolução das Rodadas do GATT, com ênfase nas negociações sobre normas multilaterais para regular o comércio agrícola. Em seguida, investigam-se as transformações na política agrícola dos Estado Unidos, a partir da formação do Estado americano até os dias atuais. São analisadas as mudanças introduzidas pela lei agrícola de 1996 e a lei agrícola de 2002 é examinada com detalhes, de modo a permitir apreciação de seus principais programas e resultados. Por fim, examina-se a relação entre o Farm Security Investment Act e o Acordo sobre Agricultura por meio da avaliação do impacto dos programas disciplinados pela legislação americana e dos compromissos de redução de subsídios assumidos pelos membros da OMC. _______________________________________________________________________________ ABSTRACT / In this work, we discuss de consistency of U.S agricultural programs instituted by the 2002 Farm Security Investment Act with WTO Agreement on Agriculture. At first, we try to understand the role of agriculture in the multilateral trading system by analyzing the evolution of GATT Rounds, with emphasis on the negotiations on multilateral rules for trade in agriculture. Then, we investigate the transformations in U.S. agricultural policy, from the first formation of the American state up to present days. We analyze the changes established by the 1996 Farm Bill and we examine the 2002 Farm Bill in detail in order to allow the assessment of its main programs and results. Finally, we examine the correlation between the Farm Security Investment Act and the Agreement on Agriculture through the evaluation of the impact of the programs established by the American legislation and WTO commitments to reduce subsidies.
