Previous issue date: 2007-12-14 / Esta dissertação analisa a dinâmica das relações comerciais do Mercosul à luz dos instrumentos de política comercial previstos no Tratado de Assunção, e dos posteriormente implementados, tendo por base o período de 1998 a 2005. Discorre sobre os vínculos entre o desempenho comercial do bloco e o alcance desses instrumentos, ressaltando as suas limitações e imperfeições, bem como o uso que lhes é conferido pelos países membros do Mercosul. Convida o leitor a refletir sobre o papel dos instrumentos de política comercial na conformação de um processo de integração econômica, a partir do Mercosul. Como pano de fundo, apresenta o cenário internacional e regional da década de 90. Informa e analisa dados estatísticos referentes ao desempenho comercial do Mercosul entre 1994 e 2004, destacando os eventos ocorridos entre 1998 e 2004/2005. Descreve e analisa o Programa de Liberalização Comercial, a Tarifa Externa Comum – TEC, os Acordos de Restrição Voluntária, o Regime Geral de Origem do Mercosul, os instrumentos de Defesa Comercial e Medidas de Salvaguardas e o Mecanismo de Adaptação Competitiva – MAC. _______________________________________________________________________________ ABSTRACT / This dissertation analyses the dynamic of Mercosul’s commercial relations beneath the effects of the instruments of commercial policy related in the Asunción Agreement and those implemented afterwards, considering the period from 1998 to 2005. Tells about the relations between the Mercosul’s commercial development and the reach of those instruments, considering specially theirs limitations and imperfections, and also the use that the Mercosul’s countries members give to them. Invite the reader to reflect about the role of the Commercial Policy Instruments in the conformation of an economic integration process, having as reference the Mercosul case. As back ground information presents the ’90 decade’s international and regional scene. Informs and analyses statistics data refereed to the Mercosul’s commercial development between 1994 and 2004, making reference to the facts occurred between 1998 and 2004/2005. Describes and analyses the Program of Commercial Liberalization, the External Common Tariff - ECT, the Agreements of Voluntary Restrictions, the Mercosul’s General Regime of Origin, the Commercial Defense Instruments and Safeguards Measures and the Mechanism of Competitive Adaptation – MCA.
