Previous issue date: 2007-03-16 / Esta dissertação propõe-se a investigar a contribuição do Programa Bolsa Família para a satisfação de necessidades humanas básicas. Esta satisfação é considerada condição primordial para a vida saudável e para a ação humana livre e crítica. Portanto, saúde física e autonomia formam o conjunto objetivo de necessidades básicas que todos os seres humanos, em qualquer contexto social, cultural, econômico e político, devem ter assegurado. Tal delimitação chocase frontalmente com a ótica liberal que prefere a concepção de preferências à de necessidades, apostando nas estratégias individuais, via mercado, para a sua satisfação. Admitir a existência de necessidades humanas básicas significa ampliar a noção de cidadania para além dos direitos individuais civis e políticos. Estes direitos são caracterizados por liberdades asseguradas a partir da ausência de atuação do Estado, e, por isso, denominadas liberdades negativas. Mas, no âmbito das desigualdades inerentes ao capitalismo, essas liberdades negativas não se configuram uma liberdade real para todos. É necessário que condições materiais sejam asseguradas por meio dos direitos sociais, que traduzam uma obrigação positiva do Estado de atuar em favor de determinados setores, sendo também conhecida como liberdade positiva. Entre as condições que contribuem para a satisfação das necessidades humanas básicas e para a ampliação da liberdade de atuação dos indivíduos destacase a garantia de uma renda monetária. No Brasil, o Programa Bolsa Família é a iniciativa mais abrangente de transferência de renda já realizada. Atende mais de 11 milhões de famílias em todo o território nacional. O benefício, que varia entre R$ 15,00 e R$ 95,00, de acordo com a renda e a composição familiar, tem papel fundamental para que essas famílias encontrem suas necessidades vitais satisfeitas. Proporciona 42,6% de aumento da renda familiar e cobre cerca de 17% da cesta de consumo, composta por alimentação, aluguel, luz, água, gás, medicamento e outras despesas, informada no momento do cadastramento dessas famílias. O recebimento desse benefício proporciona ainda uma dieta mais diversificada, aumento da autoestima das mulheres e da sua participação no planejamento orçamentário familiar. Por associar ainda o benefício ao cumprimento de contrapartidas nas áreas de educação e saúde, contribui para a manutenção das crianças e adolescentes de até 14 anos de idade na escola. _______________________________________________________________________________ ABSTRACT / This dissertation aims to investigate the contribution of the Bolsa Família Programme to the satisfaction of human basic needs. This satisfaction is considered a primordial condition for a healthy life and for a critical and free human action. Thus, the physical health and autonomy form together the objective group of basic needs that all human beings, in any social, cultural, economical and political context, have the right to have. Such delimitation is against to the liberal point of view that prefers the conception of preferences in the place of needs, betting on the individual strategies, by the market, to their satisfaction. Admitting the existence of human basic needs means amplify the notion of citizenship beyond the individual rights – civil and political. These rights are characterized by given liberties due the absence of the action of the State, and, because of this, are called negative liberties. But, in the scope of the inequalities inherent to capitalism, these negative liberties do not form a real liberty to everybody. It is necessary that material conditions should be a guarantee obtained by the social rights that make the State to act, as a positive obligation, in favor to specific sectors. This obligation is also known as positive liberty. Among the conditions that contribute to the satisfaction of human basic needs to the widening of the liberty of action of individuals, the guarantee of a monetary revenue outstands. In Brazil, the Bolsa Família Programme is the biggest initiative of revenue transference ever done. It covers more than 11 million families in all national territory. The benefit, that ranges from R$ 15,00 to R$ 95,00, according to the household revenue and composition, has a fundamental role that make possible, for these families, to have their vital needs satisfied. It increases the family income in 42.6% and covers about 17% of the consumption basket, composed by food, rent, electricity, water, gas, medicines and other expenses. This benefit helps for a more diversified diet, the increase of selfesteem of women and of their participation in the family expenses planning. Because of the association of the benefit with the fulfillment of educational and health counterparts, it contributes to the maintenance in school of children and adolescents up to fourteen years old.
