Previous issue date: 2007-01-26 / Os incêndios florestais trazem grandes prejuízos ao Distrito Federal a cada ano, por sua característica de longos períodos de estiagem com baixa umidade e elevada temperatura, somando a uma vegetação que favorece a disseminação de incêndios, mobiliza uma grande soma de esforços e recursos do setor público nas operações de prevenção e combate. O Governo do Distrito Federal instituiu o Plano de Prevenção e Combate aos Incêndios Florestais do Distrito Federal, pelo Decreto n.º 17.431, de 11 de junho de 1996, que tem como premissa uma estratégia de ação que otimiza recursos existentes, em articulação com as diversas instituições do Governo Federal e Distrital, afetas à questão e integrado a comunidade. Esta dissertação analisa a efetividade e eficácia dessa política pública. Faz um retrospecto das políticas públicas voltadas a incêndios florestais e as ações institucionais. Para analisar sua efetividade e eficácia, foi utilizado o método de avaliação formal, que não analisa apenas o processo, mas também os resultados, desta forma, foram comparados as ações de prevenção e combate dos diversos órgãos envolvidos com os objetivos estipulados no Plano e ainda feita uma análise dos resultados obtidos dessa política. Os resultados da pesquisa indicam que falta uma melhor estruturação dessa política pública nas ações de prevenção e combate a incêndios florestais, bem como uma melhoria nos dados estatísticos gerados com uma avaliação permanente, para que a população do Distrito Federal possa ter um Plano de Prevenção e Combate a Incêndios Florestais efetivo e eficaz. _______________________________________________________________________________ ABSTRACT / The forest fires bring great damages to the District Federal to each year, for its characteristic of long periods of without rains with low humidity and raised temperature, adding to a vegetation that favors the fire dissemination, it mobilizes a great addition of efforts and resources of the public sector in the operations of prevention and combat. Government of District Federal instituted Plan of Prevention and Combat to Fires Forest of District Federal, for Decree n.º 17,431, of 11 of June of 1996, that it has as premise a strategy of action that optimizes existing resources, in joint with the diverse institutions of the Federal Government and District, you affect to the question and integrated the community. This monograph analyzes the effectiveness and effectiveness of this public politics. It makes a description of the public politics directed forest fires and the actions of the institutions To analyze its effectiveness and effectiveness, the method of formal evaluation was used, that does not analyze only the process, but also the results, of this form, had been compared the actions of prevention and combats of the diverse involved agencies with the objectives stipulated in the Plan and still made an analysis of the results gotten of this politics. The results of the research indicate that it lacks to one better structure of this public politics in the actions of prevention and combat the forest fires, as well as an improvement in the generated statistical data with a permanent evaluation, so that the population of the District Federal can have a Plan of Prevention and Combat the Forest Fires effective and efficient.
