Previous issue date: 2008-08-15 / O controle social em saúde está inserido no contexto das vivências individuais dos presidentes dos Conselhos Regionais de Saúde. Para a apreensão deste fenômeno foi necessária a descrição da experiência pelo sujeito que o vivencia. Com esse intuito foi realizada uma pesquisa qualitativa com enfoque na fenomenologia estrutural de Martins e Bicudo. Os Conselhos Regionais de Saúde selecionados estavam em pleno funcionamento na época das entrevistas (composição paritária e completa, mandato igual ou superior há 6 meses de exercício e reuniões mensais). Assim, participaram 13 presidentes dos 19 Conselhos Regionais de Saúde do DF, os quais foram submetidos a uma entrevista em profundidade com o objetivo de desocultar o fenômeno controle social em saúde segundo a experiência vivida por eles. As entrevistas tinham como perguntas norteadoras “Como você percebe a prática do controle social na sua Regional?” e “Fale sobre a sua vivência em relação à prática do controle social:”. A análise das entrevistas revelou quatro grandes categorias temáticas através do agrupamento das unidades de significado extraídas das descrições dos presidentes sobre o fenômeno em estudo: o controle social, o conselho regional de saúde, a representatividade e o sistema de saúde. O desvelamento do fenômeno controle social em saúde possibilitou sintetizá-lo como o vivenciar de uma prática permeada de dificuldades e potencialidades para o seu pleno exercício. A instituição de conselhos regionais de saúde atuantes é fator fundamental para o controle social em saúde, haja vista que estas se constituem em instâncias integrantes da estrutura básica da Secretaria de Saúde do Distrito Federal. A representatividade é o elemento que legitima as prioridades de saúde de uma comunidade. O sistema de saúde com a sua estrutura produz determinantes que favorecem ou não a prática desse controle. O exercício do controle social nos conselhos regionais de saúde é um fenômeno relativamente novo. Os conselhos regionais de saúde do Distrito Federal se apresentam como um espaço de escuta importante das demandas da população e muito embora tenha um poder decisório reduzido, constituem-se em um fórum de ampla negociação. __________________________________________________________________________________________ ABSTRACT / Social control in health is contained within the context of individual experiences of the chiefs of Regional Health Councils. To understand this phenomenon it was necessary to describe the experience through the subjects’ own experiences. With this in mind, a qualitative research was conducted with focus on the structural phenomenology of Martins and Bicudo. The selected Regional Health Councils were active at the time of the interviews (equitable and total composition, mandate of at least six months of work and monthly meetings). Hence, thirteen chiefs and nineteen Regional Health Councils of the Federal District participated and were submitted to an in-depth interview with the objective of presenting the phenomenon of social control of health according to their experience. The determining questions made throughout the interviews were “How do you perceive the practice of social control in your Region?” and “Talk about your experience relating to the practice of social control.” The analysis of the interviews revealed four major thematic categories by grouping of units of significance extracted from the descriptions of the chiefs about the phenomenon in case: social control, regional health council, representativeness and the health system. The presentation of the phenomenon of social control of health allowed us to synthesize it as the experience of a practice composed of hardships and potential. The institution of active regional health councils is a fundamental factor for social control of health, since they constitute the basic structure of the Health Secretariat of the Federal District. Representativeness is the element that legitimizes health priorities of a community. The health system with its structure produces determinants that favor or not the practice of this control. The exercise of social control at regional health councils of the Federal District is an important space open to listen to the demands of the population and despite having small power to decide, constitutes a forum of wide negotiation.
