Previous issue date: 2009-06 / As abordagens policiais constituem interações sociais rotineiras entre o cidadão e o policial, que podem traduzir de certa forma as relações complexas entre a Sociedade Civil e o Estado. Este trabalho discorre sobre os fatores que influenciam no processo cognitivo de construção da suspeição policial pelos policiais militares do Distrito Federal. Pretendeu-se conhecer quais os conhecimentos “oficiais” (aqueles que são transmitidos nas escolas e academias de formação e de especialização da PMDF) referente às abordagens policiais militares no Distrito Federal. Especificamente os conhecimentos de policiamento ordinário e policiamento especializado; quais os saberes construídos pelos (as) policiais militares acerca das abordagens a indivíduos suspeitos, a indivíduos que cometeram alguma ação suspeita e/ou a indivíduos em uma situação suspeita; as percepções socialmente construídas de gênero, étnicas ou raciais, de classe, de localizações geográficas ou quaisquer outros fatores influenciam na categorização de indivíduos ou ações suspeitos; a racionalidade da ação de busca do policial militar e se esta ação tem caráter legal e/ou legítimo; analisar os crimes que são focados para serem combatidos e prevenidos e sua relação com os suspeitos, e se há uma escala de valor que tolere um crime mais que outros; e entender quais as conseqüências de cada ação policial na busca pessoal ou veicular com os suspeitos A pesquisa utilizou dados de observação participante das atividades policiais realizada em duas unidades policiais da PMDF em um período de dois anos, com a participação de cursos de formação e especialização policial; análise de manuais, portarias e diretrizes policiais; e análise de dados disponibilizados pela Secretaria de Estado de Segurança do Distrito Federal. A partir deste processo de análise, foi possível classificar as fontes que orientam as ações policiais como os indivíduos suspeitos, a ação suspeita e a situação suspeita. Os fatores que influenciam a construção da suspeição estão relacionados com o grau de igualdade jurídica, política, econômica, social e cultural de uma determinada sociedade. __________________________________________________________________________________________ ABSTRACT / The police approaches constitute social interactions between citizen and the police (cop), that can translate in the right way the complex relations among the civil society and the State. This work talks about the factors the influences in the cognitive process of the construction police suspicion by the military polices of District Federal. It intended to know what the “official” knowledge (those the are transmitted in the schools and formation academies and the PMDF specialization) that refers to the military police approaches in the Federal District. Specifically the knowledge of ordinary and specialized policing, what constructed knowledge by the policeman and the policewoman about the approaches to the individuals suspects, the individual that commits any suspect action and /or to the individuals in any suspect situation; the perceptions socially constructed of gender, ethnics or racial, of class, geographic localizations or any other factors that influence in the categorization of individuals or action suspects; the rationality of action in search military police and if this action has legal character and/or legitimate; analyze the crime that are focused to be combated and prevented and it relation with the suspects and if there is a scale of worth that tolerates a crime more than others; and understand what the consequences of each police action in personal search or vehicular search with suspects. This search used data from participating observation of police activities realized in two police units of PMDF in a period of two years, with formation and police specialization course, analysis of manuals, decree and police directions and analysis of data available by Security Secretary of State of Federal District. From this process of analysis, it was possible classify the sources that guide the police actions with the suspect individuals, suspect action and suspect situation. The factors that influence the construct of suspicion are related to the juridical equality degree, politics, economics, social and cultural of a determined society.
