Previous issue date: 2009 / Este estudo buscou analisar a política de financiamento do ensino médio público brasileiro no período de 1996 a 2006, no qual a política educacional brasileira passou por intenso processo de mudanças. Analisar a política pública de financiamento da educação é fundamental para desvelar o quanto o Estado prioriza e se compromete com a oferta, manutenção e desenvolvimento do ensino público, em todos os seus níveis e modalidades. Esta pesquisa alicerçada na legislação brasileira, em relatórios contábeis e financeiros e em documentos oficiais da educação, elaborados pelas instituições responsáveis pela formulação e implementação da política tributária e de financiamento da educação pública, sobretudo da educação básica, procurou elaborar um panorama do ensino médio público em termos de regulação, identidade, atendimento, matrículas, distorção idade/série, taxas de transição (aprovação, reprovação e evasão), avaliações nacionais e internacionais e escassez de docentes. A partir desse panorama situacional do ensino médio no Brasil, o presente trabalho buscou identificar a origem dos recursos e os aspectos da vinculação das receitas de impostos à educação, além de verificar os gastos públicos e o impacto da desvinculação de receitas da União (DRU) nas despesas com manutenção e desenvolvimento do ensino (MDE), relacionando-os com o volume da arrecadação tributária e resultado do Produto Interno Bruto (PIB) do país. Por fim, procurou vislumbrar novos horizontes para o ensino médio público por meio de novas iniciativas do poder estatal central de re(configuração) da política de financiamento, obrigatoriedade, expansão e fortalecimento da educação secundária, inclusive com possibilidade de integração à educação profissional. __________________________________________________________________________________________ ABSTRACT / This study was to examine the financing policy of the public high school education in Brazil from the period of 1996 to 2006, in which educational policy went through intense process of changes. Examining the public policy of financing education is essential to reveal how the State prioritizes and is committed to the provision, maintenance and development of public education, at all levels and modalities. This research, based on Brazilian law, in accounting and financial reporting and in official documents of education, produced by institutions responsible for the formulation and implementation of tax policy and funding of public education, especially basic education, has sought to develop an overview of public education in terms of regulation, identity, care, enrollment, distorted age/grade, rates of transition (approval, disapproval and avoidance), assessments and national and international shortage of teachers. From this overview of high school situation in Brazil, this work tried to identify the origin of resources and the aspects of tying revenue from taxes to education, addition to reviewing the impact of public spending and the untying of revenue of the Union (DRU) the costs of maintenance and development of education (MDE), relating them to the volume of tax revenues and results of Gross Domestic Product (GDP) in the country. Finally it, sought glimpse new horizons for high school public education through new initiatives of the central state power of the re(configuration) of the policy of financing, provision, expansion and strengthening of secondary education, including the possibility of integration with professional education.
