Previous issue date: 2009-03 / O que pensam os servidores do Senado Federal sobre os políticos, o Senado e sobre eles mesmos? Como os Secretários e Secretários Adjuntos das Comissões Permanentes do Senado Federal, que desempenham um papel técnico dentro de uma Casa política, veem alguns elementos componentes de sua realidade? O objetivo dessa pesquisa de mestrado é tanto explorar os discursos desses servidores como compreender como se dão as intermediações entre indivíduo e estrutura. Para tanto, buscam-se as contribuições da teoria institucionalista e das representações, observando seus elementos comuns e a possibilidade de diálogo entre esses arcabouços teóricos. As instituições foram estudadas com especial atenção ao seu processo de formação e consolidação através dos modelos mentais. O aparato normativo regulador do funcionamento do Senado Federal Constituição Federal, Regimento Interno e Regulamento Administrativo foi observado nos três aspectos de interesse dessa pesquisa, quais sejam, o Senado, os políticos e os próprios funcionários da Casa. O estudo sobre as representações elucidou como as crenças, valores e ideias compartilhados por um corpo social integram a realidade desse mesmo grupo. Por fim, a pesquisa empírica consistiu-se na realização de entrevistas e análise de conteúdo dos discursos dos Secretários e Adjuntos de todas as comissões permanentes do Senado Federal, a fim de explorar e compreender as interpretações compartilhadas por esses servidores. _________________________________________________________________________________ ABSTRACT / What do the civil servants of the Brazilian Federal Senate think about politics, the Senate and themselves? How do the Secretaries and Deputies of the Senates Standing Committees, whose technical work is executed in a political House, see some elements of their reality? The purpose of this Masters research is both to explore the speeches of those civil servants and to understand the intermediation between individual and structure. For these purpose, the theories on institutionalism and representations are applied, mostly throughout their common elements and the possibility of dialog between them. The institutions were studied with special attention on their construction and configuration process through mental models. The Senates legal apparatus Federal Constitution, Internal Regiment and Administrative Regulations was observed in the three aspects of interest of this research, that being, the Senate, the politicians and the Houses civil servants themselves. The study on representations elucidated how the beliefs, values and ideas shared by a social body are part of the reality of the group itself. Finally, the empiric research was conducted by interviews and speech analysis of the Secretaries and Deputies of the Federal Senates Standing Committees, in order to explore and understand the interpretations shared by those civil servants.
