Previous issue date: 2008-12 / A cana-de-açúcar é uma importante atividade geradora de energia e com alta capacidade de envolver diversos setores dentro da sua economia. Após diversas barreiras e desafios enfrentados pelo setor nas duas últimas décadas, tais como o proálcool, o êxito do carro a álcool, o início da exportação de açúcar pelo setor privado, a desregulamentação do setor e recentemente o surgimento do carro flex fuel, a cultura da cana-de-açúcar apresentou uma significativa expansão para novas áreas e, com isso, um significativo aumento da produção, além de inúmeros investimentos ocorridos no setor. O setor é extremamente importante não somente para o agronegócio paulista, região considerada consolidada na produção de cana-de-açúcar, mas também para os demais estados em expansão e para o agronegócio nacional. O crescimento a área destinada para a cultura da cana levanta questões sobre o real potencial competitivo das novas regiões de produção. Como a fronteira agrícola para esse atividade é o centro-oeste, o avanço nessa região é de extrema importância para avaliação da prospecção dessa atividade econômica. Na região consolidada foram identificados os fatores que definem a competitividade do setor sucroalcooleiro e caracterizada uma matriz referencial de competitividade. A matriz referencial define com destaque, isto é, maior importância para a competitividade, os seguintes fatores: 1. Controle do custo de produção; 2. Produtividade (ATR/tonelada); 3. Preparo do solo para plantio; 4. Escolha da variedade; 5. Cogeração de energia; e 6.Distância média da propriedade até a usina. Depois de definida a matriz referencial, avaliou-se o desempenho competitivo da região consolidada e da região em expansão (sul do Estado de Goiás) frente aos fatores definidos na matriz. Observou-se que, para a região consolidada o desafio está na evolução das tecnologias no setor industrial, uma vez que a maioria das usinas está instalada há décadas e necessitam de freqüentes adaptações. Para a região em expansão o desafio está nas questões de infra-estrutura da região (canal logístico) e na estrutura de pessoal (qualidade e quantidade de mão-de-obra). _______________________________________________________________________________ ABSTRACT / The sugar cane is an important activity which generates energy and with high capacity to link many sectors of its economy. After a plenty of prohibitions and challenges faced by the sector in the two last decades, such as the Pro-alcohol project, the success of the car with alcohol engine, the beginning of the exportation of sugar for the private sector, the deregulation of the sector and more recently the development of the car flex fuel, the culture of the sugar cane presented a significant expansion to new areas and, due to all these points, a considerable increase of the production, besides the innumerable investments in the sector. The sector is extremely important not only for the São Paulo agro-business, region considered consolidated at the production of sugar cane, but also for the other states in expansion and the national agro-business. The growth of the area destined for the culture of the sugar cane raises questions on the real competitive potential of the new regions which can produce. As the agricultural border for this activity is the center-west, the advance in this region is extremely important for evaluation of the prospection of this economic activity. In the consolidated region some factors had been identified that define the competitiveness of the sector and characterized a referential matrix of competitiveness. The referential matrix defines with prominence, namely, greater importance for the competitiveness, the following factors: 1. Control of the production cost; 2. Productivity (ATR/ton); 3. Preparation of the soil for planting; 4. Choice of the variety; 5. Co-generation of energy; and 6. Average distance of the property until the plant. After defined the referential matrix, the competitive performance of the consolidated region and the region in expansion were evaluated (south of the Goiás State) by the factors defined in the matrix. It was observed that, at the consolidated region, the challenge is the evolution of the technologies in the industrial sector, since the majority of the plants is installed for decades and they need adaptations frequently. For the region in expansion the challenge is the infrastructure questions of the region (logistic canal) and the structure of staff (quality and amount of man power).
