Previous issue date: 2007-12 / Os investimentos em infra-estrutura de transportes são uma das formas de promover o
desenvolvimento econômico de um país. Ciente disso, o Governo Federal promoverá até o
ano 2010, um conjunto de ações no setor de transportes, por meio do Programa de
Aceleração do Crescimento.
A visão de futuro do Governo Federal está contemplada no Plano Nacional de Logística
em Transportes – PNLT, cujo horizonte de projeto é de 15 anos. Para dar suporte ao
processo de tomada de decisão, o Ministério dos Transportes está desenvolvendo o Projeto
SIG-T, que busca reunir informações georreferenciadas relacionadas ao sistema de
transportes; e, o Sistema de Indicadores, que visa dar o suporte necessário ao planejamento
e gestão política de transportes.
Todavia, essas iniciativas governamentais não contemplam, de forma sistematizada, a
busca de dados brutos de infra-estrutura de transportes, base de todo processo de
planejamento e programação de investimentos. Percebendo essa lacuna, este trabalho
apresenta uma proposta de análise para o desenvolvimento de um Sistema de
Gerenciamento de Banco de Dados Geográficos (SGBDG) de infra-estrutura de transportes
como forma de subsidiar o processo de tomada de decisões. Complementarmente, é
apresentado um modelo de integração entre os atores envolvidos e os usuários do sistema.
O SGBDG é baseado nas experiências do Departamento Nacional de Infra-estrutura de
Transportes na utilização de geotecnologias aplicadas ao seu Sistema de Gerência de
Pavimentos. O SGBDG propõe o uso de geotecnologias na aquisição, armazenamento,
manipulação e disponibilização de dados de infra-estrutura de transportes. A proposta
metodológica também visa contribuir com a construção da Mapoteca Nacional Digital.
Desta forma, o SGBDG poderá fornecer dados básicos da infra-estrutura de transportes,
além de recursos auxiliares, para a complementação dos dados contemplados no Projeto
SIG-T e na composição dos indicadores necessários a tomada de decisão.
Consequentemente, o Poder Público poderá promover ações que visem o desenvolvimento
econômico do Brasil de forma mais segura e com racionalização dos recursos públicos. ___________________________________________________________________________________________ ABSTRACT / The investments in infrastructure of transports are one way to promote the economic development in a country. Aware of that, the Federal Government will promote until the
year 2010, a group of actions in transportation sector, by means of the Program of
Acceleration of the Growth.
The Federal Government future vision is contemplated in the National Plan of Logistics in
Transports, whose horizon of project is 15 years. To support decision-making process, the
Transports Ministry is developing the SIG-T Project, that seeks to unite geographic
information related to the transport system; and the Indicators System, that is going to give
the necessary support to planning and political management of transports.
However, those governmental initiatives do not contemplate, in a systematized form, the
search of the transportation infrastructure primary data, completely base of planning and
investments programming process. Perceiving that gap, this work shows a proposal of
analysis to the development of a Geographical Database Management System (SGBDG) of
transportation infrastructure as form to subsidize the decision-making process.
Complementary, this work shows an integration model between the actors involved and the
users of the system.
The SGBDG is based in the experiences of the National Infrastructure of Transports
Department in use the geotechnology applied to his Pavement Management System. The
SGBDG proposes the geotechnology resources using in the acquisition, storage,
manipulation and availability transportation infrastructure data. The methodological
proposal also is going to contribute with the construction of the National Digital Database.
In this way, the SGBDG will be able to supply the transportation infrastructure basic data,
beyond auxiliary resources, to the complementation data contemplated in the SIG-T
Project and in the indicator composition necessary to make a decision. Consequently, the
Public Power will be able to promote actions to permit the Brazil economic development,
with more security and the public resources rationalization.
