2011_PriscilaAuroraLandimCastro.pdf: 1957806 bytes, checksum: 7d18cb3f12fe65eae8027d21f2271f14 (MD5) / O objetivo geral da pesquisa consiste na compreensão dos pilares sob os quais os policiais que atuam no Grupo de Operações Especiais da Polícia Militar do Distrito Federal (PMDF) diferenciam-se do restante do efetivo policial que compõe a PMDF. Por consequência, busca investigar as disposições, em termos de saberes e manejo de tecnologias, disciplinamento do corpo, afetividade e moralidade, sob as quais ocorre essa diferenciação.
Para tanto, o trabalho foi conduzido numa perspectiva etnográfica, utilizando como técnica exploratória principal a observação participante do 5º Curso da Companhia de Patrulhamento Tático. Além desta, foram implementadas técnicas complementares, visando solucionar itens que se mostraram relevantes durante a observação, e que por inúmeros motivos não se efetivaram suficientes por meio desta, demandando novas vias investigativas. Para tanto, foram realizadas entrevistas semi-estruturadas, aplicação de questionários, busca e análise documental. O curso de especialização compõe elemento essencial por constituir porta de entrada ao status destinado aos ditos “especiais”. Além da função de cooptar novos membros, trata de capacitá-los na nova atuação. Quanto ao treinamento, este envolve tanto a capacitação no emprego de técnicas e equipamentos, quanto tem por foco a docilização dos corpos para seu emprego em condições adversas, que requeiram alto domínio técnico e emocional. Cumprindo tal objetivo, os policiais são levados a manipular, selecionar, suprimir e criar sentimentos e emoções compatíveis ao ethos profissional vigente, sendo tal demanda caracterizada um dos vários filtros de seleção entre aptos e inaptos. As demandas, tanto físicas quanto emocionais, são fundamentadas sob o ethos profissional do guerreiro, fortalecidas sobre a crença da última esperança, última razão, último emprego, solução para qualquer tipo de mal. Muito mais que a esfera prescritiva legal e técnica, a ordem subjetiva ganha prevalência na constituição e diferenciação dos integrantes do BOPE enquanto grupo.
Ao contrário do sentido unitário muitas vezes apreendido como componente das instituições policiais, podemos concluir que se por um lado existe uma unidade maior, que os abrange enquanto “os militares”, por outro as estratificações acabam por compor uma morfologia social complexa e regida por valores estruturalmente bem localizados. / This research aims to comprehend the basis of the identity construction among the police officers who work in the Special Operations Group (BOPE) of the local police unit in the Distrito Federal, Brazil (PMDF). As a consequence, it was necessary to explore the issues such as knowledge and use of technology, body discipline, affectivity and moral patterns in comparison to what can be observed among officers from other groups in the PMDF. Therefore, this research was developed according to an ethnographic perspective, using as the main exploratory technique the participant observation during the 5TH Tactical Patrolling Company Course. Other complementary techniques, such as questioners, interviews and document analysis, were applied to understand relevant issues that came up during the observation. Since the course is the first step to the new status of belonging to a Special Group, it is considered an essential element which not only co-opts new members, but also capacitates them on the new work to do. About the training, it involves the learning of techniques and equipments and also focuses on the body adaptation required to work in adverse conditions that demand emotional and physical control. Once those objectives are achieved, the police officers become able to manipulate, select, hide and create emotions considered according to the professional standard ethos. This structure is one of the many features that determine who is to be in and who is to be out the group by the end of the course. The physical and emotional required characteristics are based on the professional ethos of the warrior, and get stronger on the belief in the last hope, the last reason, the last job and the solution for any kind of misery.
BOPE lays on a legal resolution as a last instance resource and the ideal construction on this statement plays a fundamental role in the process of bringing together a group of representations, values, beliefs that run between, and sometimes beyond, the objectively established knowledge. More than an issue of legal and technical perspective, BOPE is a group made different in a subjective way based on symbolic elements: ruling, values, images, symbols, songs, puzzles. Furthermore, different from the unit sense learned as a component of police institutions, it was possible to conclude that there is this unit that embraces the officers, but, on the other hand, there are stratifications that result in a social morphology ruled by values well delimitated inside the structure.
