Objetivou-se analisar a Educação a Distância, direta ou indiretamente, em seus diferentes aspectos: social, histórico e político. Consideraram-se também neste estudo, aspectos concomitantemente entrelaçados a temática principal: o Estado, a globalização, a tecnologia na educação, a legislação que rege tal modalidade, a história da EAD no Brasil. Concluiu-se que a EAD tem, sim, a intenção de assentar-se como uma possibilidade de acesso maior à educação, pensando, portanto, na necessidade de um acesso que traga a preocupação com a qualidade do ensino, já que esse acesso, por si só, não tem o sentido pleno de democratização da educação. Nesta perspectiva, a necessidade de se atualizar e reconceituar “Ensino a Distância” torna-se imprescindível para sua compreensão adequada enquanto processo efetivo de disseminação e qualificação do processo educativo, principalmente em contextos de grandes dimensões físicas e complexa diversidade social e cultural / This study adopted the qualitative research as theoretical and methodological orientation and the methodological procedure was the literature search. The objective was to analyze the Distance Education, directly or indirectly, in its different aspects: social, historical and political. It was also considered in this study, aspects concurrently interlaced with the main theme: the State, the globalization, the technology in education, the legislation that governs such modality, the history of Distance Education in Brazil. It was concluded that Distance Education really has the intention to establish itself as a possibility of greater access to education, thinking, then, in the need an access that brings the concern about the quality of education, because such access, by itself, doesn't have the complete meaning of democratization of education. In this perspective, the need to update and reconceptualize “Distance Education” becomes essential for appropriate understanding while effective process of dissemination and qualification of the educational process, mainly in contexts with large physical dimensions and complex social and cultural diversity
