Previous issue date: 2009 / Resumo: Neste trabalho estão relacionadas duas experiências brasileiras de incentivo à produção e ao uso de biocombustíveis: o Proálcool e o Programa Nacional de Produção e Uso de Biodiesel (PNPB). Os programas distam trinta anos um do outro, estando o Proálcool já encerrado e o PNPB em fase de implantação. A contraposição dessas duas iniciativas visa à análise do PNPB à luz do já concretizado Proálcool. O conhecimento adquirido com o segundo é organizado de forma a servir de orientação para se analisar o primeiro. Assim, esta dissertação descreve os programas e os contrapõe, apresentando o contexto histórico para se entender os mecanismos aplicados pelo Governo para regular o mercado e implantar as iniciativas. Ao final conclui-se que as políticas, com suas motivações e intenções, se assemelham, porém o planejamento governamental para aumentar a oferta de biocombustível é muito diferente hoje, quando comparado ao que ocorreu há trinta e três anos / Abstract: This work relates two Brazilian experiences of incentives to the production and use of biofuels: the Proálcool and the National Program of Production and Use of Biodiesel. The programs are separated by thirty years: Proálcool is already ended and PNPB is in its implantation phase. The contraposition of the two initiatives aims to analyze the new PNPB using the Proálcool as a reference. The knowledge got from developing Proálcool has to be organized in a way that it helps to analyze the PNPB. So, this dissertation describes both programs and contrasts them, presenting the historical background to learn the mechanisms applied by the government to regulate the market and install the programs. The conclusion is that the policies, with their motivations and intentions, are similar, but the governmental planning to enhance the biofuel supply is very different today, when compared with what happened thirty three years ago / Mestrado / Planejamento de Sistemas Energeticos / Mestre em Planejamento de Sistemas Energéticos
