Previous issue date: 2005 / Resumo: As atuais modernizações, forjadas no contexto da globalização econômica, modificam a organização interna dos territórios criando a necessidade de nova regulação. Diante disto, o presente trabalho busca analisar a influência sobre o território paulista dos investimentos privados nacionais e estrangeiros, procurando discutir o uso pelos governos municipais de incentivos de atração de investimentos. A ação internacional de grandes empresas toma forma nos lugares, de modo que a competição pelos seus investimentos leva a uma batalha entre eles. No estado de São Paulo, os investimentos privados têm atraído as políticas públicas, que passam a ser guiadas em direção aos interesses minoritários hegemônicos. No entanto, tem-se observado que os investimentos privados se dão de forma concentrada nas principais cidades paulistas, deixando claro que não são todos os municípios que os podem atrair. Veritica-se ainda que os investimentos privados se concentram nos lugares mais bem preparados, mostrando mais nitidamente 'lue as empresas têm no território pontos ou manchas de seu interesse que são usados por elas como recurso. O território, compreendido em sua totalidade, demonstra que no encontro entre políticas públicas e interesses corporativos, o Estado vem negligenciando-se de procurar possibilidades que tornem a chamada globalização econômica mais próxima dos interesses da maioria da população. Esta, penalizada por escolhas enviesadas, tem sofrido as conseqüências de não ter seu território preparado para atender seus interesses imediatos e futuros, cujos desdobramentos têm levado ao aprofundamento da alienação do território / Abstract: The current modernizations, forged in the context of the world economy, modify the internal organization of the territories creating the need of new regulation. Before this, the present work search to analyze the influence on the territory from São Paulo of the national and foreign private investments, trying to clicks the use for the municipal governments of incentives of attraction of investments. The international action of great companies takes form in the places, so that the competition for its investments recruitment to a bated among them. 1n the state of São Paulo, the private investments have been attracting the public politics that become guided in direction to the preponderance intcrests minority. However, ir has bccn observing that the cleprivcd investments give 1n the main cities from São Paulo in a concentrated way, leaving clear that are not ali the municipal districts that can attract them. It is verifiecl although the private investments concentrate better on the places preparecl, showing more sharply than the companies have in the territory points or stains of its interest that are used by them as resource. The territory, understood in its totality, demonstrates that in the encounter among publíc policies and interest corporatc, thc Statc comcs bcing ncglectcd of scckíng possibilicics that tum doser world cconomy of thc intcrcsts of most of thc population.
