Previous issue date: 1995 / Resumo: Durante os anos 80 tomou-se crescente o questionamento do papel e estrutura dos institutos públicos de pesquisa agrícola. Diversas reformulações foram realizadas variando desde a privatização de segmentos da atividade de pesquisa até a revisão da estratégia institucional de relacionamento com o ambiente. Baseados nessa evidência empírica procuramos encontrar na literatura as razões para tal comportamento e comprovar, através de um estudo de caso, a hipótese principal deste trabalho: a de que os anos 80 representam um período de reorganização institucional motivado por diferentes fatores: o esgotamento dos padrões de financiamento baseados no orçamento público; o surgimento de novas tecnologias (biotecnologia e informática); a reestruturação competitiva das indústrias a montante e a jusante da agricultura; as demandas da pesquisa em sustentabilidade. Os dados recolhidos permitem apontar as seguintes conclusões: a) alterações no padrão tecnológico vigente na agricultura conduzem à revisão das estratégias dos institutos públicos de pesquisa, como resposta aos determinantes acima descritos; b) os institutos de pesquisa regionais sofrem os efeitos das mudanças de caráter global e devem alterar seu desenho institucional para que possam "sobreviver" no novo ambiente. No entanto, há especificidades que em última instância definem a forma e o grau de reorganização de cada institutição / Abstract: Since the 80's many evidences of change in the structure and in the role of agricultural public research institutes have been found. Several cases of institutional reorganisation have been described in literature, showing examples of more or less radical transformations. Based on these empirical evidences, we give some reasons why this phenomenon occurs. Additionally we discuss a case study in order to identify how that general trend is guiding the reorganisation of a regional agricultural research institute. The general hypothesis of the present work states that the 80's represent a turning point in the patterns of agricultural research organisation. These changes are motivated by different determinants: (a) the exhaustion of public funds, (b) the emerging new technologies (specially those based on molecular biology), (c) the new competitive patterns among the upstream and downstream agriculture related industries, and (d) the new demands concerning ecological issues. The data obtained suggest the following conclusions: (a) changes in the technological paradigm of agriculture induce new strategies in the research institutes, specia1ly to respond to the determinants described above; (b) local or regional research institutes are submitted to those determinants and they have to change their role and organisational strocture in order to survive under the new conditions.
