Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / This paper aims to analyze the propitious relation between the Integral Care to Users of Alcohol and other Drugs Policy (ICUADP) of Health Ministry and CAPS AD Primavera (Primavera Psycho-social Assistance Center to Alcohol and other Drugs), Aracaju SE. The publication of this policy, in 2003, brought to the machine of Government a whole body of political, social, and economic ideas and new vocabulary, which endowed this policy with intense founding strength, arousing our interest in thinking how it is implemented inside this, CAPS. The research issue was engendered and analyzed taking into consideration four methodological tools: cartography, genealogy, documentary research and daily journal. The everyday routine of a service like this one is permeated by the coexistence and permanent tension of forces; so that the research developed throughout this study sought to observe some lines of force that are part of this service and go through it, thus aiming to point out practices which articulate to the sanitary medical knowledge/power, updating the bio-political mechanisms of population control, and the practices which escape from this capture, producing other forms of dealing with alcohol and other drugs use and users. In general, our findings indicate that by producing verticalizing practices of relationship, the CAPS AD Primavera bureaucratizes its internal flow and care and functions in an enCAPSulated way; it limits the principles and policy of the ICUADP and updates sanitary medical knowledge power strategies. In an opposite direction, when the practice in this service emphasizes the horizontalization of the relationships, the opening to the territory and the articulation of clinic and policy, the principles and policy of the ICUADP are strengthened and the production of individuals´ and communities´ autonomy is empowered. / Este trabalho tem como proposta analisar a relação oportuna da Política do Ministério da Saúde para Atenção Integral a Usuários de Álcool e outras Drogas (PAIUAD) com o Centro de Atenção Psicossocial Álcool e outras Drogas (CAPS AD) Primavera, em Aracaju SE. A publicação desta política, em 2003, introduziu na máquina do Estado todo um ideário e um novo vocabulário que lhe dotaram de intensa força instituinte, nos interessando pensar como isso se implementa por dentro deste CAPS. O problema de pesquisa foi engendrado e analisado a partir de quatro ferramentas metodológicas: cartografia, genealogia, pesquisa documental e caderno-diário.O cotidiano de um serviço como este é permeado pela coexistência e permanente tensão de forças, de modo que a investigação desenvolvida neste trabalho buscou acompanhar os movimentos de algumas das linhas de força que compõe e atravessam este serviço para, assim, apontar práticas que se articulam ao saber/poder médico sanitarista, atualizando mecanismos biopolíticos de controle da população, e as práticas que escapam dessa captura produzindo outras formas de lidar com o uso e com usuários de álcool e outras drogas. Em linhas gerais, nossos achados apontam que quando o CAPS AD Primavera produz práticas de verticalização das relações, burocratiza seu fluxo interno e dispositivos de cuidados e funciona de forma enCAPSulada, ele limita os princípios e diretriz da PAIUAD e atualiza estratégias de poder do saber médico sanitarista. Numa direção contrária, quando as práticas neste serviço enfatizam a horizontalização das relações, a abertura para o território e articulação entre clínica e política, elas fortalecem os princípios e diretrizes da PAIUAD, bem como potencializam a produção da autonomia dos sujeitos e coletividades.
