Previous issue date: 2009-04-16 / The object in study of this dissertation is the identification impacts of the Project of Nursing
Professionalization Workers (PROFAE) in the workers' life conditions assisted by the Project
from the period from 2000 to 2004, in Boa Vista city, capital of Roraima State. It was used the
historical approach and the dialectic method, contexting the object in the widest process of the
social relationships, in national and international extent, and establishing their mediations with
the specific historical conditions in which happened its constitution. The research explicit the
links with economical politics and cultural questions in which the nursing profession is inserted
in the contemporary capitalism. Through the articulation between the spheres of the singular and
the universal, it evidences its subordination to the reorganization of the capital under new
production parameters and accumulation, results of the answer of the world capitalism in the
general crisis that turned more evident in the 70 . The theoretical research had as main primary
sources national official documents, bibliographical rising that looked to identify the relationship
of the Project with the capital reproduction, mainly in what concerns the social work division in
the nursing area and the measuring of the professional education in health and the fetish that the
profession presents mainly for the workers of medium level education. The work questions the
conception of PROFAE as repairment of a social debt to the nursing workers. The study
evidences the marginal position attributed to the professional education in the Brazilian
educational system. The impacts are identified in which project provided to the workers assisted
in Boa Vista, RR, such impacts could only be demarcated starting from the questionnaire
application elaborated by the definition of variables and indicators related to the workers' life and
the work conditions possed. The individual improvements reached by the workers that
participated in the research, also echoed in improvements in the quality of the health attendance
by the health units of in Boa Vista. Such affirmative feels due to the analysis of the research data
once, according to the workers that participated in the research, they feel much reassured, after
accomplishing the course, to execute nursing techniques, besides identifying what can
accomplish or not in the nursing attendance given to the users that look for the services where
they are working. Finally stands out that PROFAE, while engendered politics under the aegis of
the neoliberal prescription, does not guarantee the existence of a public politics a more solid and
permanent formation for the health workers . / O objeto de estudo dessa dissertação é a identificação dos impactos do Projeto de
Profissionalização dos Trabalhadores de Enfermagem (PROFAE) nas condições de vida dos
trabalhadores atendidos pelo Projeto no período de 2000 a 2004, na cidade de Boa Vista, capital
do Estado de Roraima. Utiliza-se a abordagem histórica e o método dialético, contextualizando o
objeto no processo mais amplo das relações sociais, em âmbito internacional e nacional, e
estabelecendo suas mediações com as condições históricas específicas nas quais ocorreu a sua
constituição. A pesquisa explicita a vinculação com questões econômicas, políticas e culturais em
que a profissão de enfermagem está inserida no capitalismo contemporâneo. Por meio da
articulação entre as esferas do singular e do universal evidencia sua subordinação à reorganização
do capital sob novos parâmetros de produção e acumulação, resultantes da resposta do
capitalismo mundial à crise geral que se tornou mais evidente a partir da década de 1970. A
pesquisa teórica teve como principais fontes primárias documentos oficiais nacionais,
levantamento bibliográfico que buscou identificar a relação do Projeto com a reprodução do
capital, principalmente no que diz respeito à divisão social do trabalho na área de enfermagem e a
mediação da educação profissional em saúde e o fetiche que a profissão apresenta principalmente
para os trabalhadores de nível médio. O trabalho questiona a concepção do PROFAE como
reparação de uma dívida social para com os trabalhadores de enfermagem. O estudo evidencia a
posição marginal atribuída à educação profissional no sistema educacional brasileiro. São
identificados os impactos que o projeto proporcionou aos trabalhadores atendidos na cidade de
Boa Vista-RR, tais impactos só puderam ser demarcados a partir da aplicação de questionário
elaborado mediante a definição de variáveis e indicadores relacionados à vida dos trabalhadores e
as condições de trabalho que esses possuem. Concluímos o trabalho apontando que as melhorias
individuais alcançadas pelos trabalhadores que participaram da pesquisa, repercutem-se também
em melhorias na qualidade da assistência à saúde prestada pelas unidades de saúde na cidade de
Boa Vista. Na análise dos dados após a pesquisa junto aos trabalhadores que participaram da
pesquisa verifica-se que esses se sentem mais seguros, após a realização curso, para executarem
técnicas de enfermagem, além de identificarem o que podem realizar ou não na assistência de
enfermagem que prestam onde estão trabalhando. Destaca-se ao final que o PROFAE, enquanto
política engendrada sob a égide do receituário neoliberal, não pôde garantir a existência de uma
política pública de formação dos trabalhadores de saúde mais sólida e permanente.
