Onde se encaixam os estados na federação brasileira? Será possível dizer que todos os estados têm um peso semelhante no arranjo institucional e na prática política? Será que, ao longo do século XX, podem-se observar mudanças na correlação de forças entre as unidades federadas? Essas são as perguntas-chave que este estudo se propõe a responder. Começamos com uma discussão teórica a respeito das categorias analíticas envolvidas aqui. Em seguida, através de levantamento histórico-analítico, evidenciaremos as origens sociais pré-institucionais do federalismo, de forma a podermos entendê-lo não como uma materialização espontânea, advinda de uma elite em particular, mas como fruto de séculos de história nacional. Daí em diante analisamos como funcionaram as relações federativas na esfera institucional, buscando resgatar de forma processual suas causas e conseqüências. Por fim, faremos alguns apontamentos relativos à globalização e ao federalismo brasileiro no incipiente século XXI. / Where did states fill on the Brazilian federation? Could be possible said all federation members are equally understanding in political patterns? Could be seen changes on relationships between political forces along XXth century? These are the main answers we try to solve in this paper. A theoretical discussion based on the analytical methods is our first point. Therefore a historical research could lead us to examine the origins of federalism in a period we could not see all governmental structures presents. We could understand that the Brazilian federalism was not a willingly manifestation of leading circles”s political praxis, otherwise the Brazilian federalism took place after their own history. We analyze the patterns of federative”s relationships on political and institutional circles regrouping the main concerns and consequences of that. In the end, we make some appointments concerning to Brazilian federalism and the globalization process in the beginning of XXIst century.
