Previous issue date: 2015-02-23 / Nenhuma / O estudo da gestão escolar envolve a compreensão de elementos de ordem social e cultural que estão presentes na configuração da escola. Entende-se a gestão como um conjunto de intervenções, decisões e processos com certo grau de intencionalidade e sistematização, tentando modificar atitudes, ideias, culturas, conteúdos, modelos organizacionais e práticas pedagógicas. Além de a gestão ser considerada uma variável que influencia o desempenho das instituições de ensino, as políticas educacionais no Brasil, sobretudo, a partir da década de 1990, têm enfatizado esse fenômeno no campo teórico/prático como meio de materialização, no âmbito das instituições de ensino, dos objetivos e metas concebidos na atual política pública educacional. A dissertação tem como objetivo geral: “Compreender quais variáveis têm contribuído para que a Escola Municipal Santos Anjos atingisse IDEB acima das metas projetadas” e, como objetivos específicos: a) Identificar as variáveis que caracterizam a qualidade da educação na Escola Municipal Santos Anjos; b) Analisar como as práticas de gestão se relacionam com o IDEB; c) Analisar as implicações da cultura da cidade com os processos de gestão da e na escola. Trata-se de uma pesquisa qualitativa, sendo a coleta de dados feita por meio de observação, entrevistas e documentos. O resultado da pesquisa fez constatar as variáveis significativas da cultura da comunidade, a cultura da escola e as práticas da gestão. Em relação à variável, na cultura da comunidade e da escola, destacam-se aspectos que contribuíram para a qualidade do ensino na Escola Municipal Santos Anjos: a herança cultural, o relacionamento entre família e escola, a valorização dos alunos, a razão de ser da escola, os valores, diretrizes, princípios e a presença das Religiosas. Em relação à variável gestão na e da escola destacam-se aspectos que contribuíram para a qualidade do ensino na escola: a equipe gestora, a qualidade da formação docente, o planejamento coletivo, a excelência pedagógica, o Programa “A União faz a Vida”, o clima organizacional e um ambiente acolhedor. / The study of school management involves the understanding of social and cultural elements that are present in the school system. It is assumed that school management is a set of actions, decisions and processes with a certain degree of intentionality and systematization, trying to change attitudes, ideas, cultures, content, organizational models and pedagogical practices. Besides to school management, that has affected the performance of educational institutions, Brazilian public policies, especially from the 1990s onwards, have been emphasizing this phenomenon in both the theoretical and practical spheres as a way to accomplish certain objectives and targets within the education sector. This dissertation aims to determine the variables that have contributed to making the Santos Anjos Municipal School achieve the Basic Education Development Index (IDEB) above the projected goals. The specific goals are: a) to identify the variables that characterize the quality of the Santos Anjos Municipal School education; b) to analyze how management practices relate to the IDEB; c) to evaluate the impact the city's culture has on the management processes of the school. This will be achieved through qualitative research; that is, the collection of data through observation, interviews and documents. The result of this study brought awareness of the variables present in the city's culture, in the school´s culture and in the management practices. The study found that several aspects related to the city and to the school´s culture have contributed to the quality of the Santos Anjos Municipal School´s education. The most expressive variables are: the cultural heritage; the relationship between families and school; the students appreciation of the school; the rationale for the school´s existence, its values, its guidelines and principles as well as the meaningful influence of the consecrated religious women´s ministry. Referring to the variable management of the school, the research found that team management, quality of teacher education, group planning, teaching excellence, the program "Unity produces life", the organizational environment and a welcoming atmosphere are the characteristics that most contributed to the quality of education.
