Previous issue date: 2000 / The dissertation researched policy decision making process in the State Government of Ceará following the downfall of the "coronels", the traditional power elite that governed during the military regime. The decision to construct a refinery (Refinaria do Nordeste — Renor) and a harbor located within the industrial district of Pecém (Complexo Industrial e Portuário do Pecém — CIPP) were used as case studies to interpret the process. The public works of the CIPP were financed at large by the Federal Government and Renor, located in CIPP, will be built by private capital. In spite of that, in both cases it has been decisive the participation of the State Government during Governor Tasso Jereissati's second mandate (1995-98) in determining that outcome. The review of the literature on decision making process revealed a polarization between a pluralist version of power, which defends the idea that voters' interests are represented by political decisions makers, and an elitist conception, which argues that a dominant elite centralizes the power of decision. The research mapped the power structure within the State Government of Ceará and investigated the origin of ideas that led to the construction of CIPP and to the search for private investments for the construction of the refinery. The purpose was to trace changes in the ideas on development that guided the decision making process. The Government of Ceará expected that the infrastructure of CIPP, together with the refinery and a steel plant, already under construction, will increase the State attractiveness of petrochemical and metal-mechanic clusters, thus enlarging and diversifying exports and increasing the participation of Ceará in Brazilian GDP. Interviews with leading policy makers, analysis of official documents and newspapers composed the bulk of the data used in the thesis. / A dissertação investiga o processo de tomadas de decisões nos Governos do Estado do Ceará que se seguiram à derrocada dos “coronéis”, a tradicional elite do poder que governara durante o regime militar. As decisões de construir uma refinaria (Refinaria do Nordeste — Renor) e um porto localizado em um distrito industrial (Complexo Industrial e Portuário do Pecém — CIPP) foram utilizadas como estudos de caso para interpretar o processo. O CIPP é uma obra cujos recursos são em sua maior parte de responsabilidade da União e a Renor, nele localizada, será construída com capital privado. Apesar disso, em ambos os empreendimentos tem sido determinante a participação do Governo Estadual, ocorrendo durante o segundo mandato do governador Tasso Jereissati (1995-98) a resolução de encaminhar a construção dos dois empreendimentos. A revisão de literatura sobre processo decisório revelou uma polarização entre uma visão pluralista do poder, defensora da idéia de encontrarem-se os interesses dos eleitores representados nas decisões políticas dos governantes, e uma concepção elitista, para a qual uma elite dominante concentra o poder de decisão. A pesquisa traçou um perfil da estrutura de poder no Governo do Estado do Ceará e investigou a origem das idéias que levaram à construção do CIPP e à busca por investimentos privados para construção de uma refinaria. Procurou-se identificar mudanças nas idéias sobre desenvolvimento que guiaram o processo decisório. O Governo do Ceará espera que a infra-estrutura do CIPP, juntamente com a refinaria e uma siderúrgica, também em construção, sejam um atrativo para a instalação de pólos petroquímico e metal-mecânico, ampliando e diversificando a pauta de exportações e aumentando a participação do Ceará no PIB brasileiro. Os instrumentos de coleta de dados mais importantes foram entrevistas com os atores sociais envolvidos no processo decisório e a leitura de diversas entrevistas já publicadas, documentos oficiais e artigos de jornais.
