Analysis of the Efficiency Technique of the Public Hospital Nets State and Municipal in Fortaleza / AnÃlise da EficiÃncia TÃcnica das Redes Hospitalares PÃblicas Estadual e Municipal em Fortaleza

A presente pesquisa objetiva buscar parÃmetros que permitam avaliar a eficiÃncia tÃcnica relativa de quatorze hospitais pÃblicos estadual e municipal em Fortaleza no ano de 2006,
utilizando a Metodologia AnÃlise de EnvoltÃria de Dados-DEA (Data Envelopment Analysis) de forma a subsidiar as decisÃes do gestor atendendo ao princÃpio da eficiÃncia insculpido no
artigo 37, caput da Carta Magna do PaÃs. No trabalho utilizou-se os modelos original CCR (Charnes, Cooper e Rhodes) e CCR-O e nas suas aplicaÃÃes utilizou-se o software DEASolver
na identificaÃÃo das DMUâs (Decision Making Units) que estÃo sobre a fronteira de produÃÃo. O processo de desagregaÃÃo dos cinco inputs e quatro outputs pesquisados possibilitou trabalhar com dois modelos empÃricos, e ambos cenÃrios um maior nÃmero de unidades do municÃpio alcanÃaram a fronteira de produÃÃo. Ressalte-se que o fato de um hospital possuir produtividade relativa 100% o seu desempenho Ãtimo sà à vÃlido no universo analisado. Em sÃntese, a AnÃlise de EnvoltÃria de Dados-DEA demonstrou eficiÃncia no objeto da pesquisa ao comparar unidades homogÃneas e estabelecer padrÃes de eficiÃncia para os hospitais do Sistema Ãnico de SaÃde â SUS. / The aim of the present work is to search for parameters which will allow the evaluation of the relative technical efficiency in fourteen state as well as municipal public hospitals located in Fortaleza in the year 2006. It was used the methodology (Data Envelopment Analysis-DEA)
aiming to subsidize the manager's decisions attending the principle of efficiency inscribed in the article 37 of the Federal Constitution of Brazil. It was used in the research, the original models CCR (Charne, Cooper and Rhodes) and CCR-O and in their applications we used the
software DEA- Solver for the identification of the DMUâs (Decision Making Units) which are at the border of production. The process of disintegration of the five inputs and four outputs, researched here, enabled us to work with the two empiric models and both scenarios and a
bigger number of units of the district, reached the border of production. It is important to highlight that, as far as a hospital is concerned, the fact of having 100% of relative
productivity, its excellent performance is only effective in the context analyzed. In summary, the Data Envelopment Analysis-DEA evidenced efficiency in the object of the research, as we compared similar unities and established efficiency standard for the hospital of the Unique
Health System (SUS).
