nÃo hà / This dissertation evaluated the impacts of the Northeast Constitutional Fund on the growth of employment and income in the industrial sector. It estimated as impacts
average treatment effects generated by the method of matching with propensity score for firmsâ beneficiated (treatment group) or not (control group), which were
identified by crossing the data set of RAIS and BNB/ETENE. The results reveal positive impacts on the growth of employment and aggregate wage, but not on the
average wage paid by firms. These results suggest that it is necessary that structural policies improving the technical-educational knowledge of the workers must sustain
and multiply the positive effects of the access to production funds. / Esta dissertaÃÃo teve como objetivo avaliar os impactos da aplicaÃÃo dos recursos do Fundo Constitucional de Financiamento do Nordeste (FNE) no setor industrial do
nordeste, especificamente para as variÃveis emprego e renda. Estimou-se impactos como efeitos mÃdios de tratamento gerados a partir de estimadores de matching com propensity score das empresas financiadas (grupo de tratamento) ou nÃo
(grupo de controle), que foram identificadas pelo cruzamento das bases de dados da RAIS e do BNB/ETENE. Os resultados revelam impactos positivos no crescimento do estoque de emprego e massa salarial, e uma ausÃncia de evidÃncias estatisticamente significantes sobre a taxa de variaÃÃo do salÃrio mÃdio pago pelas firmas. Os resultados estimados sugerem, portanto, que à preciso a implementaÃÃo de polÃticas estruturais de melhoria do nÃvel tÃcnico-educacional dos trabalhadores como forma de sustentar e multiplicar os efeitos positivos da melhora do acesso aos
financiamentos produtivos.
