nÃo hà / O objetivo deste trabalho consiste em investigar se a modificaÃÃo no repasse da
cota parte do ICMS promovido pela Lei 14.027/2009 significou um aumento dos
resultados educacionais nos municÃpios cearenses. De fato, a mudanÃa na
legislaÃÃo foi motivada pela busca de uma melhor qualidade do gasto educacional.
Antes, quando vigorava a lei anterior, o fator determinante da cota parte era o
tamanho do gasto municipal em educaÃÃo. Com a nova Lei, a cota parte do ICMS
ficou vinculada aos resultados educacionais. Dois modelos foram utilizados, um que
usa uma abordagem cross-section para os anos de 2007 e 2011 e a outra, um
modelo com dados em painel. Dos resultados, poucas evidencias foram encontradas
devido ao efeito da modificaÃÃo na legislaÃÃo sobre os resultados educacionais. / This paper aims to analyses the impact of the âcota parteâ of ICMS implemented by
the Law 14.027/2009 in the educational results on cearenses municipalities. In fact,
the change in the law was motived by the search of a better educational expends.
Before, the determinant factor of the âcota parteâ were the size of educational
expend. However, with the new legislation the âcota parteâ are link with the quality of
educational results. Two models are used to investigate this relation. First, a crosssection
model for 2007 and 2011. Second, a panel data model. The results shows
almost any evidences about the relation between the new law and the educational
results.
