Previous issue date: 2008 / The process of digitizing the information shifted how people communicate. Besides Internet, Digital TV broadcasts caused shiftings in the media, paralel to shifts noticed in the culture. The changes of cultural component, important to grant the exchange of information, are recovered with the formation of a digital culture. Processess like the introduction of the new system were developed tuning goals and with a traditional perspective. The online vídeo is a contemporary element and alligned with the culture of networks, able to receive upgrades and linked to the context of an audience that´s no more just a receptor. With Morin´s complexity this thesis analyzes the main changes in the culture of communication, and observes the steps of new brazilian television with an analysis of key elements during the process that decided the ways digital audiovisual content are broadcasted, collided with the ways of world information network. Besides just list alternate ways of how send this other kind of video, proposes the a solution to understand the new ways of broadcast content. / Os processos de digitalização das mídias transformaram a comunicação. Além da Internet, as transmissões da TV Digital provocaram mudanças nos meios, paralelo às alterações observadas na cultura. As alterações do componente cultural, importantes para que seja realizada a troca de informações, são resgatadas com a formação de um olhar sobre a cultura digital. Processos como a implantação do novo sistema foram desenvolvidos sintonizando interesses e diante de uma perspectiva tradicional. O vídeo online é um elemento contemporâneo e sintonizado com a cultura das redes, passível de atualizações e calcado no contexto de um público não mais apenas receptor. Com base na complexidade de Morin, esta tese analisa as principais mudanças na cultura da comunicação e observa os passos da implantação da nova televisão no Brasil, com a análise de elementos fundamentais na decisão dos modos de transmitir conteúdo audiovisual digital, contrapostos com as estruturas da rede mundial de computadores. Além de destacar alternativas deste outro tipo de vídeo, propõe a solução na compreensão sobre as novas estruturas de difusão do conteúdo.
