Previous issue date: 2012 / This study aimed at demonstrating the benefits that recyclable materials may provide to the population, the economy and the environment. The research problem is composed by the following questions: Are there social net benefits of recycling in Rio Grande do Sul state? If there are such benefits, what is the economic value to them? What are these benefits? For such questions to be answered, the methodology applied was the environmental valuation used by Motta (2006). It was used the social net benefits of recycling (SNBR), through the recycling of materials found in selective collection: paper, aluminum, steel, glass and plastic in Rio Grande do Sul, Brazil. The results of the research have proved that the recycling of wastes generates – to the State of Rio Grande do Sul – profits and various benefits. They show that despite of having a higher cost to municipalities its advantages outweigh the costs. It was obtained as a result the average SNBR which was estimated for the market price of scraps (R$487,30). It reflected the benefit that the scraps market brings to the state of Rio Grande do Sul, Brazil. On the other hand, the average SNBR of reuse by opportunity cost in Rio Grande do Sul was R$627,37. The estimated calculation in promoting adequate waste provision and treatment systems in the case of the five studied materials (paper, plastic, aluminum, glass and steel) could generate potential benefits of R$447. 922. 127,98 ton/year for the State and its community.In other words, if all recyclable waste that is currently disposed in landfills and dumps were forwarded for recycling they would generate great benefits for the society. / Este estudo teve como objetivo principal buscar comprovar os benefícios que os materiais recicláveis podem proporcionar à população, à economia e ao meio ambiente. O problema de pesquisa é composto com os seguintes questionamentos: Existem benefícios líquidos sociais da reciclagem do lixo no Rio Grande do Sul? Se existem estes benefícios qual seria o valor econômico para eles? Quais seriam estes benefícios? Para que fossem respondidos tais questionamentos a metodologia utilizada foi de valoração ambiental, utilizado por Motta (2006), utilizando a estimativa dos benefícios líquidos sociais do reaproveitamento (BLSR), através da reciclagem dos materiais encontrados na coleta seletiva, sendo eles: o papel, o alumínio, o aço, o vidro e o plástico no Rio Grande do Sul. Com a aplicação da metodologia os resultados obtidos comprovaram que a reciclagem de resíduos para o Estado do Rio Grande do Sul gera ganhos e diversos benefícios mostrando que apesar de possuir um custo mais elevado para os municípios, suas vantagens superam tais custos. Obteve-se como resultado o BLSR médio estimado pelo preço de mercado da sucata de R$ 487,30 refletindo o benefício que o mercado de sucata trás para o Rio Grande do Sul. Por outro lado BLSR médio de reaproveitamento pelo custo de Oportunidade no Rio Grande do Sul foi de R$ 627,37. O cálculo estimado na promoção de sistema de tratamento e disposição adequada, dos resíduos no caso dos cinco materiais estudados, papel, plásticos, alumínio, vidro e aço, poderiam gerar em benefícios potenciais R$447. 922. 127,98 tonelada/ano, para a sociedade gaúcha.Em outras palavras, se todo o resíduo reciclável que atualmente é disposto em aterros e lixões fossem encaminhados para reciclagem gerar-se-iam benefícios dessa ordem para a sociedade.
